It is also growing rapidly in importance to U.S. national security, commercial, and foreign policy interests: it has vast oil, gas, gold, and other resources; it has become a source and transit route for narcotics and possible nuclear and other materials; and it is affected by the fierce conflicts in Tajikistan and Afghanistan. Vast in size (larger than Eastern and Western Europe combined), and with a rapidly growing population of over 50 million people, it is marked by the persistence of relatively corrupt and authoritarian governments. This report assesses the potential for conflict in Central Asia through the prism of one of its most volatile areas, the Ferghana Valley. Spanning parts of Tajikistan, Uzbekistan, and Kyrgyzstan, the Ferghana Valley is home to 20 percent of Central Asia's entire population. The region has recently experienced increasing religious and ethnic tensions--the further danger being that instability in the valley could spread more widely throughout Central Asia. The Ferghana Valley project of the Council on Foreign Relations' Center for Preventive Action (CPA) has produced this report as the fourth volume in its series of Preventive Action Reports. This biography of Carl Vinson is also the story of America and the South in a time of transition and change."--Jacket ; Dr. James F. Cook was born in Balboa, Panama Canal Zone on December 3, 1940. He grew up and attended the public schools in Washington, D.C. He earned an A.A. at Young Harris College in 1960, a B.A. at Emory University in 1962, an M.A. at Georgia State University in 1964 (the first one awarded in the field of history), and a Ph.D. at the University of Georgia in 1972. He taught history at Georgia State University for four years until 1970 when he became one of the original faculty members at Floyd Junior College. Dr. Cook taught history at Floyd (now Georgia Highlands College) for 30 years, until retiring in 2000. A rarity in academia today, Dr. Cook was a conservative who had great respect for America's Founding Fathers and founding documents. An advocate of learning through travel, he spent six weeks in India on a Fulbright-Hays grant in 1985 and led 13 bus study-tours of Washington, Gettysburg and Williamsburg as well as 17 tours of Europe. A life-time student of Georgia's political history, Dr. Cook published numerous articles and four books: Governors of Georgia, a biography of Gov. Carl Sanders, a biography of Rep. Carl Vinson, and a history of Floyd College entitled We Fly By Night. In later years, he published dozens of op-eds on historical and political subjects in the Rome News-Tribune. ; Samuel Augustus Nunn Jr. is an American politician who served as a United States Senator from Georgia (1972-1997) as a member of the Democratic Party. In the Senate, Nunn was involved in the Nunn-Lugar Cooperative Threat Reduction program, which aims to dismantle weapons of mass destruction, originally in the former Soviet Union. Also in attendance at the meeting were President Jean-Bertrand Aristide, Vice President Al Gore, Tony L…ake and Leon Panetta. This meeting was followed by a press conference the same day. Photograph is signed in the border along the bottom and measures 8" x 10". A fine piece, capturing an important diplomatic victory for the Clinton Administration and former President Jimmy Carter. Operation Uphold Democracy was in response to the 1991 Haitian coup d'état, where the democratically elected President Jean-Bertrand Aristide was deposed by Army General Raoul Cédras. In 1994, a delegation led by former President Jimmy Carter, along with Senator Sam Nunn and General Colin Powell, urged Provisional President Émile Jonassaint and General Cédras to relinquish control or face an invasion by the 82nd Airborne Division. President Aristide returned to power in October 1994, with a UN peacekeeping force remaining in Haiti until 2000.
