The municipality of Adjarra has a population with a majority of low educational level, with more than half of the population not having gone beyond primary school. It is relatively poor, if not very poor, in terms of infrastructure to educate, cultivate and entertain young people. The objective of this work is to analyse the impact of central government management on the contribution of TFPs specifically on the management of the Adjarra commune. The results show that the country's socio-political climate and the mode of resource management at the central level condition the contribution of partners and, at the same time, decentralized management.
