He was also the first scholar who was one of the architectures of municipalities' studies and history of urbanism and education. His best known book in this field called "Mecelle-i Umûr-i Belediyye". The book is one of the main sources for the history of urbanism, especially for the history of İstanbul. İstanbul Metropolitan Municipality and other metropolitan cities of Turkey function on the bases of what he declared. Since he worked as an officer for the government during the World War I, the time of Abdulhamid II and at the time of the young Republic, he was one of the figures who know the cultural and social changes in Turkish society.
