During the workshop it was noted that it was important to broaden the nonproliferation discussion because the Comprehensive Test Ban Treaty did not, by itself, insure that nuclear weapons would not be build by additional countries. A principal issue raised was whether the negotiations could be accelerated so as to have in place, by the beginning of the NPT Review Conference, an agreement in principle on a CTB, if not final treaty language.
