Wenn das Monster der Deregulierung entfesselt ist, lassen sich kaum noch Elemente in der Gesellschaftsordnung verankern, die für Reste von sozialer Gerechtigkeit -…gar noch im weltweiten Maßstab - bürgen können. Das vorliegende Buch gibt daher Eckpfeiler für einen grundsätzlichen Kurswechsel vor. Niggli ist Geschäftsleiter einer schweizerischen Arbeitsgemeinschaft von entwicklungs- und sozialpolitischen Hilfswerken, deren Leitlinien hinsichtlich der internationalen Wirtschaftspolitik, Global Governance und Entwicklungszusammenarbeit er hier zusammenfasst. Zentrale Stichworte dafür sind u.a. die Re-Regulierung der Finanzmärkte (z.B. mittels Tobinsteuer, Schliessen von Steuerschlupflöchern etc.), Bewahrung der natürlichen Lebensgrundlagen, Sicherung der globalen öffentlichen Güter, Entschuldung und Armutsbekämpfung. Wichtigen Stellenwert nimmt auch die Kritik der Welthandelsorganisation WTO ein, deren Initiativen zum Schutz geistigen Eigentums (Trips) und zu Freihandel er deutlich kritisiert. Insgesamt bietet der Band eine gute zusammenfassende Agenda dessen, was im Sinne einer menschenwürdigen, gerechten und nachhaltigen Sozialordnung zu tun wäre. Allerdings kritisiert Niggli zwar IWF, Weltbank und WTO, fordert jedoch eine Stärkung der sozialen Faktoren des Staates - als ob sich die Staaten nicht sehr willig aus ihrer sozialen Verantwortung gezogen hätten. Hier sieht Niggli offensichtlich immer noch Chancen, zu einem irgendwie "guten" Staat zu kommen, statt auch auf dieser Ebene den Kurswechsel z.B. zu basisdemokratischen Organisationsformen zu vollziehen. Das hat zwei Gründe: Die anhaltende Marginalisierung der ärmsten Länder, vor allem in Afrika, und der Terroranschlag auf das World Trade Cente…r in New York am 11. September 2001. Seither stoßen in der Entwicklungszusammenarbeit zwei Tendenzen aufeinander. Die einen wollen Entwicklungsgelder als strategisches Mittel im 'Krieg gegen den Terrorismus' und zur Sicherung von Rohstoffen einsetzen. Die andern wollen die Hilfe auf die ärmeren Länder konzentrieren und in soziale Bereiche sowie Umweltverbesserungen investieren. Sie stützen sich dabei auf die Millenniums-Entwicklungsziele, auf welche sich die UNO-Mitglieder im Jahr 2000 verpflichtet haben. Einflussreiche Stimmen stellen die Wirksamkeit der Entwicklungszusammenarbeit immer wieder grundsätzlich in Frage. Dabei argumentiert die Fundamentalkritik der Entwicklungshilfe am eigentlichen Skandal, der außenpolitischen Zweckentfremdung von Hilfsgeldern, vorbei.
