The handbook devotes most of its efforts to trying to convince white officers that they and other white soldiers might be the problem. All such research faces the necessity of studying phenomena in hypothetical future situations. To aid in solving the many problems this fact poses, the concept was advanced of a set of standard situational cases reflecting the range of situations nuclear attacks could create. The study was initiated to determine if the concept of the standard situational case offered sufficient promise for development as a practically applicable research tool. It was concluded that development of the original concept of the standard situational case was not feasible primarily for two reasons: (1) the initial inability to provide criteria for distinguishing between relevant and irrelevant information, and (2) the failure to find means for reducing the cases to a manageable number. However, from a number of the insights gained in the course of the study, a new concept was developed different from, but aimed at the same objectives, as the standard situational case concept. This new concept followed from the realization that the definition of recovery would provide criteria for testing the relevance of information about post-attack situations.
