Herbert Rebscher wurde am 4. Juni 1954 in Bad König (Hessen) geboren. Nach dem Abitur war er zwölf Jahre bei der Bundeswehr und schlug eine Offizierslaufbahn ein. An der Universität der Bundeswehr München studierte er Wirtschafts- und Organisationswissenschaften. Von 1987 bis 1992 war Herbert Rebscher in der Geschäftsführung des Medizinischen Dienstes der Gesetzlichen Krankenversicherung (MDK). 1992 wurde er stellvertretender Geschäftsführer beim Verband der Angestellten-Krankenkassen und übernahm 1996 den VdAK-Vorstandsvorsitz. Seit 2003 gehörte er dem Vorstand der DAK an und war von 2005 bis zu seinem Ausscheiden 2016 Vorstandsvorsitzender der DAK-Gesundheit. Seit 2004 war Herbert Rebscher Professor für Gesundheitsökonomie und Gesundheitspolitik an der Universität Bayreuth. Seit 2017 leitete er das von ihm gegründete Institut für Gesundheitsökonomie und Versorgungsforschung (IGVresearch). Er war Mitglied in zahlreichen Aufsichtsräten und Beratungsgremien. Am 23.
