C'est dans ce sens que la décentralisation peut représenter un puissant outil de mise en oeuvre de la stratégie de la gouvernance et de lutte contre la pauvreté. La situation précaire et actuelle des groupes cibles que sont les personnels des CTD ne favorise véritablement pas encore leur pleine participation à la mise en oeuvre du processus de décentralisation. C'est dire que la question du salaire et de profil de carrière revêt une importance capitale en droit du travail dont ils constituent une des dimensions essentielles. En définitive, il ressort de cette étude que la population étudiée est assez expérimentée attribuable au fait qu'elle est vieillissante. Nous soulignons ici que les familles des travailleurs des CTD sont assez stables malgré leur salaire faible et disparate d'une collectivité territoriale à l'autre et des primes parfois non payées. 76 pp. Französisch.
