The most noteworthy feature about succeeding generations of Spanish American national leaders has been their awesome success in preserving the traditional social order against the multiple forces of change. In this valuable study of Spanish America in the twentieth century, Professor Pike argues that different countries have employed varying methods to maintain the traditional two-culture society, made up of a dominant dependent sub-culture. In Bolivia and Mexico measures of social paternalism gained the quiescence of the masses. Minto changes in the political system (in Chile and Peru) and more radical innovations (in Venezuela and Uruguay) were sufficient to maintain the traditional society, whereas in Argentina and Colombia the status quo was only restored after the opening stages of a social revolution. Only in Cuba did the old order collapse, undermined by middle-class alienation and mass discontent, and, for the first time in the history of Spanish America, a society radically different from the traditional one emerged. From 1880 to 1933 the course they followed led to many abrasive diplomatic incidents with the great 'Colossus of the North.' Yet at the same time he points to the outmoded opinions of modern United States attitudes and policies stubbornly held by the people of Chile on every level.
