The volume opens with the full text of the Rhineland Agreement between the United States of America, Belgium, the British Empire, France, and Germany, concerning the military occupation of the Rhine territories. The Commission, headquartered in Koblenz and led by French High Commissioner Paul Tirard, exercised supreme civil authority over the occupied left bank of the Rhine from 10 January 1920 until the final Allied withdrawal on 30 June 1930. A primary source document of the post-WWI Allied occupation of Germany, directly related to the implementation of the Versailles settlement.
