Vor allen Dingen, wenn es sich um wirtschaftliche Fragen handelt, haben wir es hier in erster Linie mit Fragen der Valuta und -der Preise zu tun. Wie bekannt, wurde dm römischen Staate mit der Goldwährung, die faktisch die frühere Silberwährung ersetzte, durch Caesar der Anfang gemacht. Die Goldwährung wurde im J. 46 durch Ausprägung ungeheurer Mengen von Goldmünzen eingeführt1. Aber schon in den Jahren der Kriege in Gallien wurde das Gold auf Rechnung Caesars auf den Geldmärkten in Italien und den Provinzen in solchen Mengen verkauft, daß das Verhältnis des Goldes zum Silber einer Änderung unterlag und das Gold, dessen Pfund früher 4000 Sesterze kostete, bis auf 3000 oder bis auf 3/4 des vorigen Wertes billiger wurde2. Im J. 46 jedoch ließ Caesar Goldmünzen im Gewicht von 1/40 Pfund ausprägen, und, da dieselben den Wert von 100 Sesterzen oder 25 Silberdenare haben sollten, so ist er also zu der vorigen Relation des Goldes zum Silber zurückgekehrt. Es ist nicht bekannt, welche Relation zu Beginn des Bürgerkrieges in den ersten Monaten des J. 49 herrschte, als Caesar sich des Staatsschatzes bemächtigt hatte. Möglicherweise war damals noch die für das Gold weniger günstige Relation vorherrschend. Was die Preise und in Verbindung damit auch die Gehälter betrifft, so ist es schwer zu sagen, ob 'die erwähnten Veränderungen in dem Verhältnis des Goldes zum Silber einen Einfluß auf die Gestaltung derselben hatten. Jedenfalls erfolgte in Rom zugleich mit dem Ausbruch des Krieges, wie es gewöhnlich unter solchen Umständen der Fall ist, eine große Erschütterung auf dem Gebiete der Wirtschaft. Der Kredit hörte beinahe vollständig auf3, das Geld verschwand aus dem Umlauf4, die Schuldner wurden zahlungsunfähig . (Vorwort).
