The last few decades have seen increasing international awareness of the persistence of such practices as torture, abduction ('disappearance') and arbitrary, summary and extrajudicial execution, committed or tolerated by state agents or officials. The governments of the world have, through intergovernmental bodies such as the United Nations, been developing a complex and sophisticated set of rules aimed at ensuring the humane treatment of prisoners, also mechanisms to monitor compliance with these rules, and even to intercede on behalf of prisoners whose personal safety is at risk. The author, who has been Legal Adviser to Amnesty International since 1973, has represented his organization at international meetings where many of the major developments that the book discusses have taken place, observing and participating in, for example, most phases of the drafting of the landmark convention against torture, adopted by the United Nations in 1984. He is also a part-time Lecturer in Law at the London School of Economics and Political Science.
