Roger Carl Molander (November 20, 1940 March 25, 2012) was an American government official and activist. He received his doctorate in Engineering Science and Nuclear Engineering from University of California, Berkeley in 1967. From 1968 to 1981, Molander served in numerous government positions in the Arms Control and Disarmament Agency, Department of Defense, and the National Security Council (NSC) staff. He was an aide to Paul Nitze during the first Strategic Arms Limitation Talks (SALT I) and later while on the NSC staff served as Chairman of interagency Strategic Arms Limitation Treaty (SALT) Working Group with responsibility for preparing all of the analytic material in support of SALT II decision making. Robbie Nichols was an assistant to the president of the Roosevelt Center and a former assistant to the president of Ground Zero. She has a M.A. degree and had served as a Congressional staff member. The book is a "primer" designed to educate average citizens about the issues surrounding nuclear weapons and the arms race. The authors, one of whom (Molander) was a past White House advisor on national security affairs, express alarm at the failure of nuclear nations to control the spread of nuclear technology. Key aspects of the book include: An examination of the roots of nuclear proliferation and how the problem has grown and an argument that theories like mutual assured destruction (MAD) and deterrence are ineffective in a world where many different groups and nations might obtain nuclear capabilities. It contains a fictional account of a nuclear bombing of Washington, D.C., used to dramatize the potential consequences and the helplessness of world powers. It provided insights into how concerned citizens can work to address the nuclear threat. The book is an educational resource and an appeal to action.
