Philipp Rohdenburg traces the various stages of development based on individual fragments of the sources.; Zu Beginn des 20. Daher rechnete man nur mit nachträglichen justinianischen Eingriffen (Interpolationen) in den überlieferten Texten. Fritz Schulz wurde zum Wegbereiter der Neuen Arbeitshypothese, die annahm, dass nahezu alle der besagten Schriften die justinianischen Kompilatoren bereits in mehr oder minder stark überarbeiteter Form erreicht hätten und machte so den Weg für eine differenziertere Betrachtungsweise frei.
