Hull was last seen here on Tuesday, March 6th; has been arrested in Chicago, Ill.; St. Louis, Mo.; Hot Springs, Ark.; San Francisco, Cal., and served two terms in the penitentiary at San Quentin, Cal., and was discharged from there July 7, 1897. This man will be found around race tracks and sporting resorts; drinks freely and is fond of the society of women. Will likely apply to some business firm for employment as book-keeper; has been in the United States Navy, and at the time of his arrest by this department in July, 1905, was a yeoman stationed at the Brooklyn Navy Yard. Kindly cause diligent inquiry to be made, and if found cause his arrest, and immediately telegraph - RICHARD SYLVESTER, Superintendent of Police. Please Post in a conspicuous place." Some staining.A few months after this poster was issued, Hull was tracked down and arrested by the Buffalo, New York, police, and was extradited to Washington, D.C., where a grand jury indicted him on July 13, 1906 for embezzlement and forgery. Hull had an extensive record before arriving in Washington. He already served time in Chicago, in Nice, France in the 1890s, and did 2 stints at San Quentin State Prison in California, from which he was last discharged in July 1897. He served in the U.S. Navy and worked as a yeoman stationed at the Brooklyn Navy Yard. He was arrested by Washington police in July 1905 (when the mugshot on the flyer was taken), but fled, or made bail and then fled, on March 6, 1906, prompting the issuance of this reward notice. On July 21, 1906, Hull appeared before a judge. While a few lesser charges of false pretenses and embezzlement were dropped, he was convicted on the primary forgery charges and sentenced to a term in the Virginia Penitentiary. Before his sentencing, Hull claimed that he was "not a criminal at heart" and swore he would never commit a crime again. In France he operated along the French Riviera, posing as a wealthy traveler, a corporate clerk, or a naval official. Using his real-world skills as a "first-class bookkeeper and all-around clerk" he infiltrated high-end venues, swindling hotels, elite social clubs, and expatriates through sophisticated forgery, confidence schemes, and false pretenses. He was convicted and served a term of imprisonment in Nice, France, before being deported or making his way back to the U.S. When Hull was prosecuted in 1906, American authorities noted that he was wanted by law enforcement in London. His pattern in London mirrored his American and French M.O. He charmed business owners, sporting resorts, and racetrack circles and specialized in passing bad checks, forging signatures on financial drafts, and gaining employment under aliases like "William P. Ewing" or "J.A. Hamilton" to embezzle funds from British firms. He fled the UK before Scotland Yard could capture him. He served two full prison terms at San Quentin Penitentiary (California) for forgery and grand larceny. . . . …
