This work by Andrei Dmitrievich Zacharov (1948), russian physics and teacher. The work resumes the political thought of the great physics. L'idea corrente che si possiede della dissidenza sovietica è che essa sia composta prevalentemente da intellettuali illuminati e anticonformisti, da moralisti, utopisti o ribelli. Questa concezione è senza dubbio stata rafforzata nell'opinione pubblica dal comportamento tenuto da Solgenitsin, uno degli uomini più in vista della dissidenza sovietica, dopo la sua espulsione dall'URSS; nessuno può certamente dubitare del sincero impegno morale del grande scrittore russo, ma le iniziative e le prese di posizione che egli ha assunto hanno fatto sorgere serie perplessità sulla sua statura come uomo politico. Questo breve saggio di Sacharov, premio Nobel per la pace per il 1975, mostra un volto meno conosciuto e importante della dissidenza sovietica; l'interesse dell'opera di Sacharov deriva dal fatto che essa esprime una linea politica coerente. Sacharov, con questo scritto, si pone all'interno del regime vigente, sostenendo un'alternativa «di governo» alle forze di maggioranza. Il fatto è che Sacharov tende costantemente a presentare i propri obiettivi politici come obiettivi del socialismo: rivendica la libertà di pensiero e questo obiettivo è presentato come «compito di tutta la popolazione, e soprattutto della sua parte più attiva e organizzata, la classe operaia»; rivendica la liberazione dei dissidenti e l'abolizione dei campi di concentramento, e afferma che «il ristabilimento delle norme leniniste sul controllo pubblico dei luoghi di detenzione sarebbe senza dubbio un progresso estremamente salutare»; rivendica i diritti delle nazionalità, e nuovamente fonda la propria posizione sulla citazione di Lenin: «il problema delle nazionalità continuerà ad essere motivo di inquietudine e di insoddisfazione sino a che tutte le deviazioni dai principi leninisti non verranno riconosciute e analizzate». Il linguaggio estremamente rispettoso della «ortodossia» utilizzato da Sacharov va giudicato alla luce della linea politica adottata: l'obiettivo del fisico sovietico è approfondire le divisioni esistenti nell'ambito della classe dirigente, rafforzando la posizione dell'ala progressista del partito e del governo. Sacharov non si propone, almeno come obiettivo immediato, di rovesciare il potere, ma di farlo evolvere in senso liberale: le colpe del regime «sono ben lontane dalle mostruose proporzioni dei crimini di Stalin; dovendo cercare un'analogia, la troveremmo piuttosto nel maccartismo del periodo della guerra fredda».
