Nach tastenden Anfängen arbeitete er energisch an der Umsetzung seiner Vorstellungen, besonders nach dem Ersten Weltkrieg, als er mehrere Reformprojekte vorantrieb. Mit den im »roten« Solingen starken Sozialdemokraten arbeitete er nicht einvernehmlich, aber sachlich zusammen. Aus seiner Solinger Tätigkeit nahm er nachhaltige Prägungen mit: seine Fähigkeit zur Verwaltungsreform im großen Stil, seinen nachhaltigen Einsatz für die rheinische Bürgermeisterverfassung und seine Fähigkeit, ein weites politisches Spektrum - später auch im Widerstand gegen das Hitler-Regime - zu organisieren. 229 Seiten mit 57 Abb., gebunden (V&R unipress 2013).
