Vier Gründe für das Scheitern von Reformprozessen im Öffentlichen Dienst Man stelle sich vor, sein Auto mit verbundenen Augen und nur auf Zuruf über eine belebte Straßenkreuzung bugsieren zu müssen, um die prinzipiellen Schwierigkeiten zu erahnen, die entstehen, wenn Reformen auf der Grundlage unzureichender Handlungskompetenzen gestaltet werden.Umso erstaunlicher ist es, wie wenig oft über die konzeptionellen Voraussetzungen gelingender Reformarbeit in öffentlichen Verwaltungen nachgedacht wird. Falsches Menschenbild Ein häufiger und folgenschwerer Fehler, den Verwaltungsspitzen nicht selten machen, ist die Gestaltung eines Veränderungsprozesses auf der Grundlage eines falschen Menschenbildes. Es wird davon ausgegangen, dass Mitarbeiter im Arbeitsalltag primär auf der Basis rationaler Überlegungen geführt werden sollten. Die Überzeugung, dass Mitarbeiter sich dann am besten führen lassen, wenn Führungskräfte vernünftig kommunizieren und argumentieren, klingt gut, scheint logisch, entspricht jedoch nicht der Realität. Tatsächlich müssen Mitarbeiter unter Führungsaspekten nicht primär als vernunftgesteuert, sondern als vorwiegend gewohnheitsgesteuert betrachtet werden. Das bedeutet, Mitarbeiter handeln in ihrem Alltagsverhalten in erster Linie routiniert und nicht reflektiert. Ein Beispiel aus dem PrivatbereichWenn Sie einen Raucher fragen, ob Rauchen gesund oder ungesund ist, bekommen Sie in der Regel eine vernünftige, das heißt eine mit den geltenden wissenschaftlichen Erkenntnissen in Übereinstimmung stehende Antwort, die lautet»Rauchen ist nicht gesund.« Eine halbe Stunde später jedoch können Sie dieselbe Person genussvoll eine Zigarette rauchen sehen. Diese spezifische Diskrepanz zwischen rationaler Erkenntnis und faktischem Handeln zeigt sich nun nicht nur bei Rauchern, sondern in unzähligen Bereichen menschlichen Alltagsverhaltens, wie beispielsweise bei Essgewohnheiten, Freizeit- und Konsumverhalten und eben nicht zuletzt beim Verhalten am Arbeitsplatz. Wann ein Mitarbeiter zur Arbeit geht; wie er den Tag beginnt; welche Aufgaben er in welcher Form erledigt; wann er eine Kaffeepause macht; mit wem er dabei über was auch immer redet - Gewohnheitsmuster so weit das Auge reicht.Nicht das Einmalige, nicht das Besondere oder der Einzelfall steuern das tägliche Handeln von Menschen, sondern die Wiederholung und das Regelmäßige bestimmen, wie Mitarbeiter auf die vielfältigen Anforderungen des Arbeitsalltags reagieren. Interessanterweise ignorieren Führungskräfte diesen Sachverhalt jedoc.
