So, the question is: In what ways may neoliberal ideology and interests undermine the effectiveness of the structures and elements of global water governance and its efforts to attain sustainable development in the Third World 1The answer2 will be developed by looking at (1) a theoretical perspective, (2) the debate on privatization, (3) the global water governance system (as an important background), (4) the UN Millennium Development Goals and the linked concept of sustainable development and finally (5) the drawing of conclusions about its relationship with neoliberalism.

Theoretically, I draw on non-critical elements of discourse theory as well as a social constructivist framework and concep-tualize Hydroparadigms as the underlying logics and 'policy philosophies as to how to solve or mitigate the global water crisis. I argue that the actors in GWG are driven by such paradigms, which are central not only to problem perceptions and policy proposals, but also for eventual re-gime formation. Then, based on a literature review, I deduct a typology system, proposing a three-dimensional map of Hydroparadigms ideal types, each with their specific problem definition, values, norms, policy implications and varying concepts of sustainability. The subsequent dis-course analysis is guided by a pragmatic approach, seeing the method as a special text-analysis that is not so theory-laden. Offering a broad overview of UN actors discourses, I conclude that there are four existing and distinct Hydroparadigms - statist, community-based, economic, and integrated approaches - and that the latter are clearly dominant.

It is argued that it was a media-driven humanitarian intervention with numerous connectors from media to politics. To evaluate this, the explanatory links and the causal mechanism/process are made clear by connecting empirical media data to modern theoretical concepts of media and politics, such as framing and agenda-setting. The findings reveal that there were several kinds of interactionsbetween the New York Journal to the political sphere, making this case of intervention an excellent example of how (in this case, biased) information may trigger a variation in policy outcomes concerning humanitarian interventions.

Januar 1947 in Rüti bei Büren im Kanton Bern; heimatberechtigt in Attiswil) ist ein Schweizer Politiker der BDP (bis 2008 SVP). Von 2001 bis 2008 war er Bundesrat, im Jahr 2005 Bundespräsident. Nach der Matura Typ B im Gymnasium Solothurn im Jahr 1967 folgte ein Studium der Rechtswissenschaften an der Universität Bern mit den Abschlüssen als Fürsprecher und Notar. 1978 eröffnete er seine eigene Praxis. Sein älterer Bruder Peter Schmid war von 1979 bis 1998 Regierungsrat des Kantons Bern.[2][3] Am 4. Januar 2009 wurde Schmid anlässlich einer grossen Feier in Rüti bei Büren zum Ehrenbürger der Gemeinde Rüti bei Büren ernannt.[4] Er ist Mitglied der Studentenverbindung Wengia. Schmid wohnt in Rüti bei Büren, ist verheiratet und Vater von drei Söhnen. Politische Laufbahn Am 6. Dezember 2000 wurde Schmid als nicht offizieller Kandidat seiner damaligen Partei in den Bundesrat gewählt (siehe Bundesratswahl 2000). Er war während seiner ganzen Amtszeit Vorsteher des Eidgenössischen Departements für Verteidigung, Bevölkerungsschutz und Sport (VBS). Sein wichtigstes Projekt war die Armeereform Armee XXI, die eine Anpassung der Schweizer Armee an die veränderte Bedrohungslage in Europa erreichen soll. Im Jahr 2004 war er Vizepräsident und wurde am 8. Dezember 2004 zum Bundespräsidenten für das Jahr 2005 gewählt. Sein Motto für das Jahr 2005 hiess Begegnung. Sein wichtigstes Anliegen war nach eigenen Angaben die Abstimmung über die Bilateralen II und die Stärkung der Kollegialität im Bundesrat. Der damalige Parteipräsident Ueli Maurer meinte dazu im Februar 2008, für die Parteimitglieder sei Schmid «so gut wie klinisch tot»[5]. Einen Parteiausschluss halte er aber «für eine Zeitverschwendung»[5]. Am 2. Juni 2008 erklärte Schmid vor der Presse seinen baldigen Austritt aus der SVP und gab bekannt, dass er zusammen mit weiteren unzufriedenen SVP-Mitgliedern über die Gründung einer neuen Partei nachdenke.[6] Am 21.
