So könnte eine Übersicht über die Verhältnisse der Kommune z.B. dadurch erschwert werden, dass öffentlicher Zweck und wirtschaftliche Betätigung nicht sinnvoll über ein gemeinsames Rechnungsziel bestimmen können.
