Writing from Washington in January 1851, the author expresses himself on the salaries of clerks and congressmen "employed in the various Departments of the Government at Washington." Though "some of the salaries sound wonderfull…y large," he explains that expenses in Washington will normally "exceed the amount required for groceries, clothing, and taxes." Congressmen, in particular, must have "the means of extending hospitalities and civilities" to constituents and "persons of intelligence, whose knowledge is important to enable a member to act understandingly."
