About The Author: Dipankar Sinha is Reader in Political Science Calcutta University and Honorary Adjunct Fellow at the Institute of Development Studies, Kolkata. His prime area of research is the communicative dimension of developmentgovernance interface. He has authored Communicating Development in the New World Order (1999), and (in Bengali) Media Sanskriti (2003). He has also coedited The Information, Communication and Technology: From Early to PostColonial India (2005). His essays have been published in edited volumes and journals from India and abroad. Sobhanlas Datta Gupta: Surendra Nath Banerjee Professor of Political Science, University of Calcutta, and Coordinator, UGCsponsored DRS Programme in Political Science, Calcutta University. His prime area of research is Political Theory.
