Twenty-two pages, complete. Pages are virtually pristine and intact except for light age toning and splitting and slight chipping along spine. A Very Good copy. This… pamphlet is No. 45 in a series of pro-Union articles published by the Loyal Publication Society of New York. The Society was founded in early 1863 to help boost morale for the Union cause through the circulation of pro-Union pamphlets after the Union had suffered a series of defeats in the American Civil War. This pamphlet contains a speech that was originally given by Henry G. Stebbins (1811-1881), an American politician, businessman, and member of the New York Stock Exchange, on March 3, 1864. The focus of Stebbins's speech is a joint resolution or bill for consideration, H. R. No. 37, which would grant the United States Secretary of the Treasury the authority to sell any gold surplus in the U.S. Treasury. Stebbins affirms his unwavering support for the Union's prosecution of the Civil War. He underscores the importance of having stable finances to fund the war effort. Stebbins also admits that while he is generally discontent with the current U.S. financial system, he is adamantly opposed to any significant changes to the financial system until the war is over. Stebbins addresses a number of concerns relating to the proposed bill including the dangers of too much gold surplus, the rise of speculation (which he says is enabled by the gold surplus), price of gold, public debt, loans, inflation, depreciation, paper currency, stocks, and bonds. Stebbins also expresses his support for Treasury Secretary amid fears that he will be granted too much power. Stebbins appears to state that the Treasury Secretary would have limitations on his authority and that the power would be carried out in moderation. Toward the end of his speech, Stebbins summarizes his main goals which are to reduce the gold surplus, allay public fears of the legal tender issue by reducing the amount of paper currency in circulation, reform the tax system, and show the American people that he U.S. still has immense resources and that the U.S. economy and currency-related matters are separate from foreign counterparts (he uses France as an example). He concludes with his support for the bill.
