Hierzu werden die Feldmissionen der OSZE in Kirgisistan und Tadschikistan in den Fokus genommen, die ca. 20 Jahre lang zur Stabilisierung beider Lander beitragen sollten. Mithilfe einer stark ausgebauten Version von Schneckeners Modell fragiler Staatlichkeit erfolgt eine Analyse der Massnahmen der OSZE zur Forderung der Staatsfunktionen Sicherheit, Wohlfahrt und Legitimitat/Rechtsstaatlichkeit. Ein besonderer Fokus der Auswertung liegt dabei auf dem Dilemma der OSZE, effektiv zu arbeiten ohne dabei die nationale Souveranitat zu verletzen - was wiederum besonders im Hinblick auf Korruptionsbekampfung de facto unmoglich ist.
