Indeed, traditional budgeting has faced harsh criticism in the recent years. Eye-catching titles, e.g. 'The budget - an unnecessary evil' (Wallander, 1999), 'Bye, bye budget - the annual budget is dead' (Gurton, 1999), and 'Take it away' (Hope and Fraser, 1999b) show the 'anti'- traditional budgeting campaign led by some critics.According to Hope and Fraser (1999a), some big European and American companies have dismantled the budget or are about to do so. It seems that the theoretical debate increasingly changes the companies' attitudes towards the traditional budgeting. Especially some Scandinavian companies head for new forms of operational and strategic control means, e.g. balanced scorecards. About 40 per cent of Swedish companies stated in a survey that they already work on changes to the budgeting process (Glader et al., 1996). Above all, rolling forecasts should play a more important role in the future, raising the responsiveness to changing external factors. According to Hope and Fraser (2003) only 20 per cent of organisations change their budget within the fiscal year. This rigidity is not up-to-date to the fast-changing competitive economy. Therefore rolling forecasts could be more effective for observing and controlling short-term changes.This paper will primarily deal with the criticism on traditional budgeting, especially in relation to Hope and Fraser's assertion. Furthermore, this paper examines whether there is an impact of the above noted campaign on economy, and companies increasingly abandon its budgeting systems due to the criticisms.

Employees who are able and willing to participate in development programmes should be more motivated and higher skilled than their 'non-developing' colleagues. These development programmes should provide a certain career satisfaction, which Gattiker and Larwood (1988) define as 'a stimulated response to career and work events' and significantly correlate with the employee's motivation. To create motivated and high-skilled workforce, some organisations introduced different approaches for a systematic career management. For example, external and internal trainings have been offered on a voluntary basis, annual performance appraisals have been implemented and chances for further education like Executive MBA courses have been pledged to promising staff.Thus, organisations seem to have understood that personal development of the employees is to a certain extent important to 'widen the pool of talents' (Taylor and Edge, 1997: p. 21). Development means gathering knowledge, which is suggested to be the 'only meaningful resource today' (Reynolds and Ablett, 1998: p. 26) that makes an organisation more productive and more competitive (Evans, 1998). In consequence, career plans are the most promising method of personal development within organisations, because they are supposed to combine the individual and organisational needs and visions. In theory, both parties are having equal rights in determining the success, the status quo and the required procedure for the future development.

But Phaeton, in contrast to his father, was not able to drive the chariot appropriately, and drove the chariot so close to the earth that he boiled the oceans and scorched the land. So Zeus had to stop him by killing him with a lightning bolt (Vaughn, 2003).Volkswagen certainly had not considered this explanation when naming the Phaeton, but referred more likely to the second meaning of Phaeton; an elegant carriage of the 17th century which the owners drove on their own.Nevertheless, there are signs that the Volkswagen engagement in the high-class (luxury) car market is tougher than expected. The consideration of corporate culture, nevertheless, differs significantly in organisations. Some organisations have taken their corporate culture into account for strategic decisions (e.g. cultural fit during Mergers & Acquisitions) but other organisations have tended to neglect this issue at all.Deal and Kenndy (1999) consider corporate culture as a hidden success factor of organisation which ensures commitment of the employees. According to them (1999), organisations with a 'strong' corporate culture outperform 'run-of-the-mills companies by a massive margin'. Corporate culture, nevertheless, has been a controversially discussed topic in the literature on which different general 'best practices' had been suggested by academics. However, it can be argued that the few empirical studies of corporate culture, notably Kotter and Heskett's (1992) quantitative survey, have been methodologically limited (Alvesson, 2002), e.g. to few senior managers of the examined organisations. Therefore, this project employs, besides interviews with senior managers of the three examined German organisations, a survey which is focused on employees of different hierarchical and divisional levels in one organisation. The findings of the research clearly show that corporate culture is a far more heterogeneous phenomenon than many academics suggest. In this research, corporate culture appears as a network of interrelating cultural patterns which is unique to different organisations due to different organisational and environmental challenges. The survey also identified that the perceptions of corporate culture differ between senior management and the employees. Therefore, the employees' perception of the corporate culture must be taken into account in order to prevent cultural dichotomy. Furthermore, the senior management should implement a sustainable process of monitoring the development of corporate culture. Continuous monitoring enhances the understanding of the organisation and the consequences of managerial actions. Consequently, this can help to raise commitment and efficiency of the workforce.

Ziel dieser Hausarbeit ist die Darstellung von Internationalisierungsstrategien und deren Motive. Diese Strategien werden im Allgemeinen auf die Realisierbarkeit seitens der deutschen KMU untersucht und anschließend am Beispiel Volksrepublik China unter Berücksichtigung einer Befragung von 20 deutschen KMU aus dem baden-württembergischen Ostalbkreis überprüft. Der Fokus liegt auf der Entwicklung des deutsch-chinesischen Handels, der hauptsächlich anhand der Import- und Exportbilanz zwischen der Bundesrepublik Deutschland und der Volksrepublik China skizziert wird. The consideration of corporate culture, nevertheless, differs significantly in organisations. Some organisations have taken their corporate culture into account for strategic decisions (e.g. cultural fit during Mergers & Acquisitions) but other organisations have tended to neglect this issue at all.Deal and Kenndy (1999) consider corporate culture as a hidden success factor of organisation which ensures commitment of the employees. According to them (1999), organisations with a 'strong' corporate culture outperform 'run-of-the-mills companies by a massive margin'. Corporate culture, nevertheless, has been a controversially discussed topic in the literature on which different general 'best practices' had been suggested by academics. However, it can be argued that the few empirical studies of corporate culture, notably Kotter and Heskett's (1992) quantitative survey, have been methodologically limited (Alvesson, 2002), e.g. to few senior managers of the examined organisations. Therefore, this project employs, besides interviews with senior managers of the three examined German organisations, a survey which is focused on employees of different hierarchical and divisional levels in one organisation. The findings of the research clearly show that corporate culture is a far more heterogeneous phenomenon than many academics suggest. In this research, corporate culture appears as a network of interrelating cultural patterns which is unique to different organisations due to different organisational and environmental challenges. The survey also identified that the perceptions of corporate culture differ between senior management and the employees. Therefore, the employees' perception of the corporate culture must be taken into account in order to prevent cultural dichotomy. Furthermore, the senior management should implement a sustainable process of monitoring the development of corporate culture. Continuous monitoring enhances the understanding of the organisation and the consequences of managerial actions. Consequently, this can help to raise commitment and efficiency of the workforce. 188 pp. Englisch.

Eye-catching titles, e.g. ¿The budget ¿ an unnecessary evil¿ (Wallander, 1999), ¿Bye, bye budget ¿ the annual budget is dead¿ (Gurton, 1999), and ¿Take it away¿ (Hope and Fraser, 1999b) show the ¿anti¿- traditional budgeting campaign led by some critics.According to Hope and Fraser (1999a), some big European and American companies have dismantled the budget or are about to do so. It seems that the theoretical debate increasingly changes the companies¿ attitudes towards the traditional budgeting. Especially some Scandinavian companies head for new forms of operational and strategic control means, e.g. balanced scorecards. About 40 per cent of Swedish companies stated in a survey that they already work on changes to the budgeting process (Glader et al., 1996). Above all, rolling forecasts should play a more important role in the future, raising the responsiveness to changing external factors. According to Hope and Fraser (2003) only 20 per cent of organisations change their budget within the fiscal year. This rigidity is not up-to-date to the fast-changing competitive economy. Therefore rolling forecasts could be more effective for observing and controlling short-term changes.This paper will primarily deal with the criticism on traditional budgeting, especially in relation to Hope and Fraser¿s assertion. It seems that the VW Phaeton faces the same destiny as its antique namesake Phaeton.In the Greek mythology, Phaeton was the son of Helios, the sun god. Helios has driven the family chariot across the sky, wearing the rays of the sun as a crown, lighting the day. One day Phaeton convinced his father to lend him the beautiful chariot. But Phaeton, in contrast to his father, was not able to drive the chariot appropriately, and drove the chariot so close to the earth that he boiled the oceans and scorched the land. So Zeus had to stop him by killing him with a lightning bolt (Vaughn, 2003).Volkswagen certainly had not considered this explanation when naming the Phaeton, but referred more likely to the second meaning of Phaeton; an elegant carriage of the 17th century which the owners drove on their own.Nevertheless, there are signs that the Volkswagen engagement in the high-class (luxury) car market is tougher than expected. It seems people are less persuadable to buy a high-quality car of the experienced and renowned German car manufacturer.This shows the divergence of the formerly targeted 12.000 to 15.000 units (Weernink, 2001) annually in global sales 2003 which is opposed by the actual numbers of only 2.600 units in Germany ¿ the main market of the Phaeton ¿ from January to October (Kraftfahrtbundesamt KBA) and estimated sales of 3500 units worldwide (Handelsblatt, 2003). Accordingly, employees increasingly demand the possibility to develop themselves and their careers within the organisation. Employees who are able and willing to participate in development programmes should be more motivated and higher skilled than their 'non-developing' colleagues. These development programmes should provide a certain career satisfaction, which Gattiker and Larwood (1988) define as 'a stimulated response to career and work events' and significantly correlate with the employee's motivation. To create motivated and high-skilled workforce, some organisations introduced different approaches for a systematic career management. For example, external and internal trainings have been offered on a voluntary basis, annual performance appraisals have been implemented and chances for further education like Executive MBA courses have been pledged to promising staff.Thus, organisations seem to have understood that personal development of the employees is to a certain extent important to 'widen the pool of talents' (Taylor and Edge, 1997: p. 21). Ziel dieser Hausarbeit ist die Darstellung von Internationalisierungsstrategien und deren Motive. Diese Strategien werden im Allgemeinen auf die Realisierbarkeit seitens der deutschen KMU untersucht und anschließend am Beispiel Volksrepublik China unter Berücksichtigung einer Befragung von 20 deutschen KMU aus dem baden-württembergischen Ostalbkreis überprüft. Der Fokus liegt auf der Entwicklung des deutsch-chinesischen Handels, der hauptsächlich anhand der Import- und Exportbilanz zwischen der Bundesrepublik Deutschland und der Volksrepublik China skizziert wird. Deutsche Arbeitskräfte besetzen klassischerweise führende Positionen im Topmanagement, weil der deutsche Investor einhohes Maß an Einfluss auf das Gemeinschaftsunternehmen sichern möchte, jedoch aus Personalkostengründen die Anzahl von deutschen Arbeitskräften zumeist auf einemMinimum belässt.Logischerweise gestaltet sich in einem Gemeinschaftsunternehmen die Anpassung der deutschen Minderheit an die chinesische Mentalität einfacher als die Anpassung der in großer Mehrzahl vertretenen chinesischen Mitarbeiter an die deutsche Mentalität. Deswegen wird die chinesische Kultur ausführlich anhand der soziokulturellen Unterschiede in Kapitel 2.4beschrieben, um eine Grundlage für die notwendigen organisatorischen und führungsbezogenen Maßnahmen seitens der deutschen Führungskräfte zu schaffen, und einen erfolgreichen Betrieb des Gemeinschaftsunternehmens sowie eine hohe Arbeitszufriedenheit der chinesischen Arbeitskräfte ermöglichen zu können.Diese Arbeit soll als Leitfaden für die Gestaltung von Organisations- und Personalführungsstrukturenin einem deutsch-chinesischen Gemeinschaftsunternehmen dienen, jedoch nicht als verbindliche Vorgabe missinterpretiert werden. Das bedeutet, dass vor allem bestehende Gemeinschaftsunternehmen bei einer zufriedenstellenden Performance nicht zwingend an diein dieser Arbeit vorgeschlagenen Strukturen angepasst werden müssen. Deutsche Arbeitskräfte besetzen klassischerweise führende Positionen im Topmanagement, weil der deutsche Investor einhohes Maß an Einfluss auf das Gemeinschaftsunternehmen sichern möchte, jedoch aus Personalkostengründen die Anzahl von deutschen Arbeitskräften zumeist auf einemMinimum belässt.Logischerweise gestaltet sich in einem Gemeinschaftsunternehmen die Anpassung der deutschen Minderheit an die chinesische Mentalität einfacher als die Anpassung der in großer Mehrzahl vertretenen chinesischen Mitarbeiter an die deutsche Mentalität. Deswegen wird die chinesische Kultur ausführlich anhand der soziokulturellen Unterschiede in Kapitel 2.4beschrieben, um eine Grundlage für die notwendigen organisatorischen und führungsbezogenen Maßnahmen seitens der deutschen Führungskräfte zu schaffen, und einen erfolgreichen Betrieb des Gemeinschaftsunternehmens sowie eine hohe Arbeitszufriedenheit der chinesischen Arbeitskräfte ermöglichen zu können.Diese Arbeit soll als Leitfaden für die Gestaltung von Organisations- und Personalführungsstrukturenin einem deutsch-chinesischen Gemeinschaftsunternehmen dienen, jedoch nicht als verbindliche Vorgabe missinterpretiert werden. Das bedeutet, dass vor allem bestehende Gemeinschaftsunternehmen bei einer zufriedenstellenden Performance nicht zwingend an diein dieser Arbeit vorgeschlagenen Strukturen angepasst werden müssen. Diese Arbeit orientiert sich vor allem an den kulturellen Werten des chinesischen Festlandsdie sich teilweise von den stark westlich geprägten Sonderha ndelszonen Hongkong und Shanghai unterscheiden.
