Il rend compte des polémiques soulevées entre le docteur Javal et Paul Robin, à propos de la question du malthusianisme. "La question est celle-ci : importe-t-il, pour favoriser la régénération humaine, de s'inquiéter de la quantité des naissances ou de leur qualité? Nous répondrons : la qualité. Successeur des Malthus, des Carlile, des Bradlaugh. M.
