This is premised on the assumption that, it is a reflection of positive development, where development as a field of analysis is concerned. Whereas this principle fits in most of the development situations across the third world, it does not seem to apply in the case of Zimbabwe. Health statistics in Zimbabwe reflect that while HIV/AIDS prevalence rate among the adult population has declined over the years (from 26.5% in 2002 to 13.7% in 2009), maternal mortality ratio has increased (from 283 per 100 000 live births in 1994 to 1300 per 100 000 live births in 2009) as revealed by the Central Statistical Report (2010) and the Zimbabwe 2004 MDG Report. …

Educated men and women perpetrate and experience domestic violence respectively irrespective of their educational levels. It is in this regard that this paper sought to establish why this is so by scrutinizing the education curriculum as well as analyzing whether the legal framework has contributed to reducing domestic violence. …

The process of project construction management is long and involves a large number of separate and connected tasks. Good leadership is also crucial in government construction projects since poor performance can have negative repercussions for the nation and the general population. Thus, effective leadership is essential and can provide answers to the many challenges that the construction sector faces which has long term socioeconomic implications for developing countries. This paper investigates the challenges that are faced by government initiated construction projects in developing countries and suggests possible ways of addressing them through effective leadership. Several studies have been undertaken to investigate factors leading to low productivity, cost overruns and hazards among other challenges in specific construction projects but less has been done to discuss the general challenges facing construction projects. In doing this, attention should be paid to contexts because they differ. This prompted me to study the Zimbabwean case. …

The paper scrutinizes the nature of the targeted sanctions and gives empirical evidence on how their impact has been severely curtailed by non participation of other nations, lack of clarity, inconsistencies in implementation and challenges on the legitimacy of the sanctions among other issues. This article also goes further to analyze the spillover effects of the targeted sanctions particularly on the economic and social service sectors. The article argues that despite the weaknesses inherent in the nature of these sanctions and their spillover effects, the sanctions have facilitated better aid management that has resulted in successful implementation of aid projects without sidelining the government and without the donors being meddled in political squabbles.…

There is a wide range of literature critical of SAPs. Several debates have focused on whether the failure of SAPs was a result of the inherent weaknesses of the IMF/ WB sponsored structural adjustment or whether it was caused by structural failures of policy implementation within the African continent. The author uses the Zimbabwean case to analyze the impact of SAPs on social service sectors, particularly the public health sector. This paper provides a case where the Zimbabwean health sector demonstrated significant progress in public health delivery, and showed prospects of further improvements before the implementation of structural adjustment between 1990 and 2000. In this thesis I show that cost recovery systems and reduced public expenditure on health led to rising costs of health services and increased inequalities in health service provision. It also resulted in the abandonment of critical public health programmes and consequently contributed to poor funding for health infrastructure, maintenance, drugs and equipments. Furthermore, retrenchments in the public health sector robbed it of critical and well qualified staff and exacerbated brain drain. SAPs were implemented amid public protests and demonstrations by the general public and organized interest groups. This is not only because they brought negative impacts on livelihoods but also because there were little consultations between the government and civil society prior to their implementation. This paper also illustrates that, to a larger extend SAPs increased women's care burden and worsened their health situation. Household food consumption and family health needs are responsibilities bestowed upon women in Zimbabwe's patriarchal society. Therefore, user fees and reduction of public health expenditure increased pressure on women to take care of the sick who could not afford medical fees. Furthermore, rising costs of maternal health, reduction of funds for preventive programmes and declines in public health staff had negative economic, psychological and health impacts on women.…
