Hernandez led the Congress of Labor Organizations in the Philippines, and before publishing this pamphlet had toured the US speaking to unions. Two years late…r, he was arrested on charges of supporting the Communist insurgency, and spent several years in prison. The Supreme Court of the Philippines ultimately acquitted him in 1964.
