Il va de cette réforme du code forestier au travers laquelle le législateur congolais a mis en place certains mécanismes incitatifs du développement et une fiscalité forestière pouvant booster l'économie nationale et développer la communauté locale. Il faudrait alors quant à ce faire une analyse profonde en vue de voir d'une part si cette politique forestière a aussi profiter à la communauté locale ; d'autre part, si elle a contribué au budget de l'État. Le constat reste amer de se rendre compte que depuis 2002, la contribution du secteur forestier au budget de l'Etat reste jusqu'à preuve du contraire insignifiante (environ 1%); et que les clauses sociales de cahier de charge ne sont pas scrupuleusement respectées par les exploitants forestiers en vue de favoriser le développement communautaire.
