Neumann's Activity Was Regarded As Notable, Especially In 1814 And 1815, On The Occasion Of The Remittance Of The British Subsidies To The Austrian Government, When He Succeeded In Obtaining Very Favorable Conditions For Austria On The Question Of The Rate Of Exchange. He Was On Excellent Terms With The Duke Of Wellington, Whose Grandniece He Married, And With Castlereagh. When Wellington Repeated His Famous Remark That "Nothing Except A Battle Lost Can Be Half As Melancholy As A Battle Won", Neumann Tactfully Replied That In Fact Wellington Had Never Lost A Battle. He Described Castlereagh's Suicide As "A Great Mystery Which Perhaps Time Will Explain". In 1824 Neumann Took Part In The Negotiations Between Portugal And Brazil, As A Result Of King John Vi Of Portugal And His Son Emperor Pedro I Of Brazil Were Reconciled. In December 1826 Neumann Was Sent To Brazil To Negotiate The Marriage Of Pedro's Daughter Maria To His Brother Miguel, And The Demand By Miguel That He Be Recognized As Regent Of Portugal. In October Of The Following Year He Attended The Negotiations On This Matter Carried On At Vienna. In December 1829 Neumann Conducted The Treaty Of Commerce Between Austria And Great Britain. In Recognition Of His Services He Was Created A Baron By The Emperor Francis I Of Austria On 31 August 1830. In 1844 Neumann Became Minister Plenipotentiary And Envoy Extraordinary For Austria To The Court Of St. James's. In 1845 He Was Appointed Austrian Minister In Florence, And On 31 December 1849 He Was Appointed Austrian Minister In Brussels. Botschafter in London, Florenz und Brüssel. 1844 heiratete er in London Lady Charlotte Augusta Somerset, Tochter des Herzogs von Beaufort. - In Anerkennung seiner Verdienste erhielt Neumann das Commandeurkreuz des Leopold-Ordens und wurde statutengemäß im Jahre 1830 in den erbländischen Freiherrnstand übernommen (Wurzbach XX, 291). 1928 erschienen in London Neumanns Tagebücher unter dem Titel The Diary of Philipp von Neumann, 1819 to 1850 (2 Bände; Hg. v. E. B. Chancellor). - Der Empfänger des auf Französisch abgefassten Briefes ist Jacques (Jacob) Mislin (1807-1878). Der aus ärmlichen Verhältnissen stammende Mislin konnte dank seines Onkels an der berühmten Lehranstalt von Porrentruy im Schweizer Kanton Bern studieren, wo er nicht viel später auch selbst unterrichten sollte. Der 1830 zum Priester geweihte kath. Theologe wurde 1836 auf Vermittlung des Grafen von Bombelle an den Wiener Hof berufen, wo er einer der Lehrer der Söhne von Erzherzog Franz Karl und Erzherzogin Sophie wurde und damit sowohl den zukünftigen Kaiser Franz Joseph wie auch Erzherzog Ferdinand Maximilian (später Kaiser Max von Mexiko) unterrichtete (u.a. auch in Erdkunde). Vor der Revolution von 1848 unternahm Mislin eine Pilgerreise von Wien über Budapest und Konstantinopel nach Jersusalem. Der danach erschienene Reisebericht wurde in mehrere Sprachen übersetzt und mehrfach nachgedruckt. In den folgenden Jahren leitete er die Bibliothek am Hof der Herzogin von Parma, Erzherzogin Marie Louise, wurde zum Abt von St. Maria von Deg (Ungarn), geheimer Kämmerer u.
