Damit verorteten sie es in seinem wissenschafts- und industriegeschichtlichen Zusammenhang: die Bibliographie wurde im Auftrag der U.S. Atomic Energy Commission (AEC) erstellt, um den nicht klassifizierten Forschungs und Berichtsstand zur Titanmetallurgie systematisch zu erschließen. Im Erscheinungsjahr, 1953, waren Blockbildung und Kalter Krieg Politikgrundlage: in dieser Zeit war Titan ein strategisches Metall für Drohung und Abschreckung einerseits, für Energie- und industrielle Wachstumspläne andererseits: durch seine extrem hohe spezifische Festigkeit, durch Korrosionsbeständigkeit und geringe Dichte und - im Rahmen von kerntechnischen Anwendungen - durch seinen günstigen Neutroneneinfangsquerschnitt. Mit diesen Eigenschaften war Titan zunächst eine Voraussetzung für die Sicherung der Luftüberlegenheit: die Entwicklung der Mach 2 und Mach 3 Flugzeuge (F 100, F 104, später SR 71), für ballistische Raketenprogramme (Redstone, Thor, Atlas). Gleichzeitig drängte der industrielle Energiebedarf zur Kernkraftnutzung: hier war Titan ein Material der Wahl durch seine hohe Korrosionsbeständigkeit gegenüber stark oxidierenden und radioaktiven Medien, wodurch es für Wiederaufarbeitungsanlagen, chemische Prozessbehälter, Wärmetauscher und Meerwasser Kühlkreisläufe besonders tauglich war. Voress arbeitete im Technical Information Service (TIS) in Oak Ridge, Tennessee - dem zentralen Dokumentations und Wissensumschlagplatz des amerikanischen Atomprogramms. Die TID Berichte waren das Rückgrat der wissenschaftlichen Informationspolitik der AEC. Die Bibliographie war daher: ein Werkzeug damaliger Wissenssteuerung und ein Indikator für die Prioritäten der AEC. Die Relevanz des Buches für die Metallgesellschaft und ihre Tochterunternehmen liegt auf der Hand: hier wurde die amerikanische Wissensproduktion zur Titanmetallurgie dokumentiert, es wurden die technologischen Grundlagen nachvollziehbar, auf denen europäische Firmen (MG, Lurgi, Degussa) später aufbauen konnten, es wurden die Materialstrategien der frühen amerikanischen Atomwirtschaft rekonstruierbar.
