Yet every year thousands of acres are paved over by subdivisions, stores and parking lots -- particularly in Florida, which has lost more wetlands than any other state. In this hard-hitting book, St. Petersburg Times investigative journalist Craig Pittman and Matthew Waite explain how taxpayers who think they're paying for wetland protection have been stuck with a program that creates the illusion of enivronmental protection while doing little to stem the tide of destruction. Pittman and Waite spent three years investigating the federal and state agencies who wouldn't say no to developers. They traveled throughout the state, interviewed hundreds of people, dug through thousands of documents, and even analyzed satellite imagery to figure out how many swamps and marshes have been wiped out by sprawl. They discovered a system where a minus can equal a plus, dry land masquerades as wet, and supposedly scientific test results don't count if they yield an undesirable answer. They found politicians from both parties who pay lip service to protecting the environment but really only care about how quickly their contributors can get permits. And they found regulators whose work costs the taxpayers millions, yet say their only power is to delay wetland destruction, not deny it.
