Hij reageerde daarmee op de Leidse situatie waar de studentenstaking leidde tot de sluiting van de universiteit. Kruyt vond dat de Duitse bezetting in Utrecht niet tot zo'n sluiting van de universiteit mocht leiden. In 17 hoofdstukken beschrijft Van Walsum (historicus en hoofdredacteur van het Utrechts Universiteitsblad) tot welke gevolgen en keuzes dit uitgangspunt heeft geleid.
