[balance of title] Wesley; of Protestant dissenters, and other friends to religious liberty, respecting the bill introduced into the House of Lords, by Lord Viscount Sidmouth. With a full account of the speeches delivered by several noble lords, when the second reading of the bill was moved. -- Henry Addington, 1st Viscount Sidmouth, advised by George Huntingford, Bp. of Gloucester, that the Act of 19 George III c. 44 should be amended so that preaching `licences should be to a given place', on 2 June 1809 sought returns from each diocese since 1760 in order to make issuing more regular for Churchmen and Dissenters alike. See Pellew's life of Viscount Sidmouth, 1847, v. 3, p. 38-66: as to abuses, `"The magistrates assembled, having received some previous intimation that a man who could neither read nor write meant to apply for a licence to become a religious teacher."' After testy questioning, `"He then threw down his sixpence, took up his licence, and went his way to preach the gospel which he could not read."' Adam Clarke, supporting Sidmouth, reported `that it was not the ministers, but the lay members of the Methodist connexion, who first sounded the alarm, and by calling a general committee, prevented the beneficial objects of the bill from being properly explained and understood.' Methodists, not considering themselves Dissenters, claimed not to be covered by the bill. William Wilberforce `feared lest the bill should cripple the pastoral instructions of the clergy'. On advice from Charles Manners Sutton, Abp. of Canterbury, `the motion therefore was negatived without division.' (p. 64). Binding is Pamphlet.
