In 1979, the Wiehahn Commission was authorised to investigate how to regulate labour legislation. The growth of unregistered trade unions, inadequate control over them, their unchecked receipt of funds and support from abroad was unacceptable to the State and recommendations to stem this were sought. This is first part of the report. The Commission warned that the solution, the Commission advocated, was not to ban Black trade unions as this would drive them underground. Among its recommendations were that Government recognise Black trade unions and migrant workers and encourage them to register, the establishment of a regulated unitary system of union registration, abolish job reservation, retain the closed shop bargaining system, create a National Manpower Commission, and to introduce an Industrial Court to resolve industrial litigation. However, Black trade unions were still required to register with the state ensuring government control. The cover is smart and dignified as befitting a government publication. There is mild marking. The binding and spine are muscular and resolute. The papertrims have some shelving and handling marks. There is a previous owner signature on the inside front cover. The impact of the report, especially considering it was at the height of black repression, led to a total restructuring of labour relations. The Wiehahn commission recommended that all black trade unions should enjoy the same legal rights as white trade unions. This proposal was accepted by the government! The commission's recommendation that the statutory colour bar (job reservation for whites guaranteed by law) be dropped was also accepted in industry!As a result organised labour in South Africa changed drastically. Labour legislation was amended to give black trade unions access to those statutory industrial relations structures protecting blacks against victimization because of trade union membership (although Trade Unionists were heavily harassed and repressed in the mid to late 80s). The parliamentary red boards are smart and handsome. They are steady and sound. The papertrims have some foxing and light storage tanning. The contents are pleasingly business-like and tidy.
