Der Rat der 400 (boulé) war ein politisches Institut im Athen. Wie der Name es verriet, bestand der Rat aus 400 Mitgliedern. Die Mitglieder wurden jeweils aus vier Phylen gewählt, 100 aus jeder Phyle. Die Namen der Phylen lauteten Pentakosiomedimnoi, Hippeis, Zeugiten und Theten. Die Zugehörigkeit in die Phylen hing mit der wirtschaftlichen Lage der einzelnen Person ab. Die Wissenschaft ist sich mit der Existenz des Rates uneinig. Die Quellenlage über die Antike ist sehr dünn und die Existenz wurde nur in zwei Quellen bewahrheitet. Aus diesem Grund wird mit Plausibilitäten und Näherungsversuchen die Existenz des Rates veranschaulicht. Zuerst wird die soziale Krise im 7. Jahrhundert erläutert. Dabei gehe ich auf die Ursachen der Krise ein und wie diese gelöst worden. Dies ist wichtig, weil nur wegen der sozialen Krise traten die Veränderungen in den folgenden Jahren auf. Somit stellt es die Grundlage, genauer gesagt die Grundproblematik dar. Daraufhin thematisiert die Hausarbeit die eingeführte Vermögensklassenordnung. Im Hinsicht auf das Thema wird nur auf den politischen Aspekt eingegangen. Die Ordnung im Heerwesen wird somit nicht bearbeiten. Stattdessen behandelt die Arbeit die Bedeutung und den Zweck dieser Ordnung. Es wird erläutert, wie die Einordnung der Bürger in die Klassen stattfand, wie man aufsteigen konnte und welche politischen Aspekte dies mit sich brachte. Danach konzentriert sich die Arbeit auf die neu eingeführten Staatsordnung und die damit verbundenen politischen Institutionen. Solon entfernte die Aristokratie und führte die Timokratie ein. Die damit verbundenen politischen Institutionen erläutere ich im Anschluss. Dabei beschäftige ich mich mit den Aufgabenfeldern, Funktionen, Mitglieder und die allgemeine Rolle des Gremiums in der Staatsordnung. Dies ist insofern wichtig, damit der Leser den Zusammenhang zwischen den politischen Institutionen erkennt und versteht. Zudem soll er die Rollen der davor genannten Vermögensklassen besser verstehen. Anschließend befasst sich diese Arbeit mit Solons Rolle und sein politisches Verständnis. In dem Teil thematisiere ich zunächst explizit seinen politischen Charakter und beziehe es auf seine Handlungen/Vorgehensweisen, die im Laufe der Arbeit erörtert werden. Nachdem die Zusammenhänge bewiesen werden, wird im letzten Punkt die Frage dieser Hausarbeit anhand Plausibilitäten beantwortet.
