Los resultados de la investigación revelan que en la mayoría de los casos, durante el proceso de selección para los puestos nuevos y de promoción, los sindicatos de maestros ignoran su papel de observadores y se convierten en participantes activos, consiguiendo así que sus miembros clave sean promovidos y desplegados injustamente a puestos clave. Esto ocurre a pesar de la legislación sobre las directrices aprobadas para la participación sindical. El autor sostiene que la participación sindical incontrolada durante la redistribución y la ocupación de puestos de promoción puede conducir a la anarquía y al éxodo de profesores dedicados a otras profesiones.
