The focus of this analysis is on the weapon's amphibious adaptability, ground mobility and helicopter transportability as compared to the howitzer it is replacing. The study indicates that the M198 suffers a relative loss of mobility in two critical areas. It requires a greater effort to be transported in the landing craft currently available and it requires an auxiliary mover for positioning in the absence of its prime mover. The most significant of these deficiencies is the degraded ground mobility. The research involved building a comparative chronology of the development and implementation of the two policies. After examining the history it was apparent they are linked in every case. Because the relationship was so variable, it must be described as a function of time; the driving force behind the relationship changed with successive US administrations and as the relative balance of nuclear strength shifted between the US and the Soviet Union. However, running through the decades were two discernible threads. One was that the short term goal for arms control always seemed to be to create an equivalence of capability, and the other was that the long term goal for both employment policy and arms control was to create the appropriate conditions to avoid nuclear war. In the past decade, the U.S. has continually been sending ad hoc deployments of forces in reaction to Iraqi actions. Several times the Air Force has deployed forces to augment a Carrier Battle Group (CVBG) already in theater or to fill a gap left behind when a CVBG could not remain on station. This study compares the Aerospace Expeditionary Force (AEF), which will be implemented in January 2000, and the CVBG. In particular, it looks at the ability of each to project power throughout the world. The National Security Strategy guides and directs military doctrine. This study shows how joint doctrine, as well as Air Force and Navy doctrine, has developed to provide viable power projection forces. The AEF is a very capable, mobile force which brings flexible firepower to the fight. It is able to respond rapidly and provide combat operations within 72 hours of execution, anywhere in the world. The AEF is limited by logistics, host nation support and overfly rights. The CVBG is also a capable force, providing flexible firepower. It is expeditionary in nature, but is limited by sortie generation, logistics and speed of deployment. The situation will dictate what forces will be necessary to meet our objectives. Given the real change in the nature, strategy, and conduct of air operations in the last decade, this study examines how to most efficiently employ airpower to achieve its objectives in the asymmetric attack against a fielded army. During Desert Storm, US Air Forces developed medium altitude tactics increasing survivability by over-flying the range of Iraqi AAA and MANPADS. Difficulties in attacking from medium altitude were countered with massed formations of specialized armor-killing A-10s, the development of F-16. Killer Scouts, and the F-111 and F-15E tactic of ' Tank Plinking' with laser guided bombs. During Allied Force, the challenge lay not in attacking the enemy, but in locating and identifying an army interspersed with a large number of civilian refugees. A systems approach is required to most efficiently attack a fielded army by air. The key is the integration of ISR assets through an intelligence 'flex targeting' cell and the use of terminal air controllers such as Forward Air Controllers Airborne (FACAs), along with trained strikers capable of precision attack. This approach requires a change in Joint and Air Force doctrine acknowledging the supported role that US Air Forces have performed against enemy fielded forces over the last decade. Cheap oil has fueled the American economic infrastructure for decades--principally from imports of foreign oil. The base of this infrastructure has been the transportation system which consumes over 70 percent of the country's petroleum. Designed primarily around motor vehicles, it has enabled the movement of goods and people for the optimum benefit of the economy and shaped the American way of life. Now rapid industrialization of developing nations has increased demand for oil to a point where remaining excess capacity is relatively trivial. This has resulted in rising oil prices which threaten the continuing strength of the US economy and, in turn, its ability to maintain its national security. This vulnerability demonstrates the close link between US national defense, economic strength, and energy security. The US Energy Information Administration (EIA) asserts in its 2009 Energy Outlook that oil demand will rise by almost 20 percent by 2030. Oil prices will continue to rise as production is increased to meet demand, negatively impacting the United States' gross domestic product (GDP). The driving factors include the increasing costs of producing oil from existing oil fields at a constant rate and the higher costs associated with developing new oil fields. Given this scenario, action must be taken to decrease the direct effect oil has on the US economy. Only by starting now will the nation have sufficient time to overcome organizational inertia caused by naysayers and build the requisite infrastructure to make the goal of energy security through diversification both realistic and achievable. The U.S government has struggled not only with using the correct compliment of instruments of power with regard to stability and reconstruction operations but with also integrating them when required. The Department of State's Coordinator for Stabilization and Reconstruction was stood up in 2004 to the lead U.S. government agency in these operations. However, the struggle continues as the office has neither the authority, funding or internal capacity to effectively integrate all agencies across the government. This paper addresses the current issues with the existing construct and identifies that the Department of Defense must be able to complete tasks when the civilian capability is not able such as in a non-permissive environment. The argument is that the U.S Air Force has within its support structure, many of the skills sets required to accomplish many of the tasks required in all phases. However, the Air Force has had a myopic view of how to adapt to meet today's requirements. Therefore, this paper provides a methodical review of capabilities and the changes required to training, doctrine, education, and force structure to enable the Air Force to respond to the full spectrum of operations. Additionally, the recommendation will suggest creating a new Air Force Specialty Code in order to maintain the cultural and language nuances of a respective geographic area and build relationship with the interagency as well as other actors.
