By November of 1990, the brigade was placed on active duty. Before the 48th Brigade could deploy to southwest Asia (SWA), they first had to complete a Brigade level training exercise at Ft Irwin, California to validate their combat readiness. After almost 90 days of intensive training, the Brigade was not certified for the mission. Based on Desert Shield and Storm, the Senate Armed Services enacted Title XI in 1992. This title states that active headquarters of round-out units would take a vested interest in National Guard priority unit-training programs. In 1996, the enhanced Separate Brigades (eSB) replaced the round out unit concept. The new eSB concept identified fifteen (15) priority combat brigades within the National Guard. As a result of the Gulf War, Currently over 5000 active duty soldiers serve as coaches, trainers, and mentor to Army National Guard and Reserve units. This research identifies three specific areas. First, it addresses training concepts used by the Army and corporate America. These concepts assist in training effectiveness. Second, it compares a non-priority unit, a priority unit, and an active duty unit's gunnery qualification data. Specifically, we sought to determine if one policy was a causal factor for the other, or if the policies evolved in a cooperative manner. The research involved building a comparative chronology of the development and implementation of the two policies. After examining the history it was apparent they are linked in every case. Because the relationship was so variable, it must be described as a function of time; the driving force behind the relationship changed with successive US administrations and as the relative balance of nuclear strength shifted between the US and the Soviet Union. However, running through the decades were two discernible threads. One was that the short term goal for arms control always seemed to be to create an equivalence of capability, and the other was that the long term goal for both employment policy and arms control was to create the appropriate conditions to avoid nuclear war. In the past decade, the U.S. has continually been sending ad hoc deployments of forces in reaction to Iraqi actions. Several times the Air Force has deployed forces to augment a Carrier Battle Group (CVBG) already in theater or to fill a gap left behind when a CVBG could not remain on station. This study compares the Aerospace Expeditionary Force (AEF), which will be implemented in January 2000, and the CVBG. In particular, it looks at the ability of each to project power throughout the world. The National Security Strategy guides and directs military doctrine. This study shows how joint doctrine, as well as Air Force and Navy doctrine, has developed to provide viable power projection forces. The AEF is a very capable, mobile force which brings flexible firepower to the fight. It is able to respond rapidly and provide combat operations within 72 hours of execution, anywhere in the world. The AEF is limited by logistics, host nation support and overfly rights. The CVBG is also a capable force, providing flexible firepower. It is expeditionary in nature, but is limited by sortie generation, logistics and speed of deployment. The situation will dictate what forces will be necessary to meet our objectives. Under a grant from the National Science Foundation, a website was developed that showcased examples of TV meteorologists presenting climate education materials with their audiences. The five components of Everett Rogers Diffusion of Innovation Theory, relative advantage, compatibility, complexity, trialability and observability, were applied to the website to determine the possibility of the website being accepted by the weathercaster community and disseminated among members (Rogers, 1983). The procedure in the study involved distributing the website to 13 TV meteorologists who are actively producing climate education material and soliciting their feedback on various aspects of the site as well as asking them whether or not they would share the site with their peers. Of the nine TV meteorologists who agreed to participate in the study, the results revealed that the website's relative advantage, compatibility, complexity, observability and trialability were all positively perceived among users and the participants would share the website with other weathercasters. Our current stock of strategic ideas tend to rely on a unitary, rational actor assumption to describe the decision-making environments of our potential adversaries. We believe reliance on this simplistic assumption may skew the counterstrategy development process. We propose an alternate decision framework that identifies the importance of consensus decision making and the central role organizations often play in this complex process. This characteristically divisive environment presents many new opportunities to apply military force selectively in a compellent situation. To take advantage of the vulnerabilities created by these internal divisions, we propose a strategy that uses air power to surprise policy advocates in an opponent's domestic coalition and force a bureaucratic shift. By targeting key organizations during windows of coercive opportunity, air power may be able to shape a new consensus and produce a policy change that furthers our interests. Central to our effort is the use of the Czechoslovakian crisis that gripped Europe in the summer and fall of 1938 for it highlights many of the same situational characteristics we see today and can expect to see in the future. Israel conducted a preventive attack in 198l against the Osiraq nuclear reactor in Iraq.Preventive attacks are politically untenable and are not militarily possible. Without perfect political conditions, it is unacceptable for the only remaining superpower to attack a second-rate power. It is militarily impossible for the United States to guarantee the removal of all nuclear weapons in a single preventive attack.
