April 1945 waren es meist umfassende Berichte und Sammlungen von Aussagen von Inhaftierten, die erste Einblicke in die Zustände und das Vorgehen im Lager gaben. Diese waren anfangs jedoch meist nur für die Ermittlungen und Forschungen alliierter Streitkräfte von Bedeutung. Außerdem wird kritisiert, dass das so oft bezeichnete Ziel der Entwicklung interkultureller Kompetenz als ein Qualitätsmerkmal interkultureller Bildungsangebote angesehen werde. Bei interkultureller Kompetenz handelt es sich nach Leiprecht eben nicht um 'messbare Leistungsziele' (ebd., S. 37). Somit kann die Diskussion um interkulturelle Kompetenz ebenso als Aspekt der Diskussion um die Qualität interkultureller Bildung betrachtet werden. Jedoch ist die genaue Betrachtung solcher Aspekte nur möglich, wenn ein geeigneter Begriff von Weiterbildungsqualität beziehungsweise Merkmale eines solchen für interkulturelle Erwachsenenbildung vorhanden sind, was bis zu diesem Zeitpunkt noch nicht explizit in den Blick der Forschung gerückt wurde. This essay will try to contribute to the actual debate by examining to what extent patterns of political behavior can be used to explain state failure within developing states and, more particular, state collapse in Somalia. Therefore, this essay will first discuss theoretical approaches trying to explain state failure and the differences between state failure and state collapse. I will argue that the complexity of state failure and state collapse leads to an ongoing debate about the nature and perception of these states which is often misleading. Whereas the dominant factors which cause state failure are often found in bad governance and bad leadership, other factors such as the role of external patterns of political behavior during colonial times as well as during the cold war fostered weak state structures and enabled African rulers to develop a different understanding of the state as a tool for personal ends that lead to a logic of self-destructive despotism prior to state collapse. In a second step the article examines the case of Somalia in further detail, trying to analyze causes of state collapse and the impact of political behavior that led to state failure within the Somali context. I will argue that on the one hand patterns of political behavior by foreign actors are one main cause of Somali state collapse. On the other hand, the rule of Siyaad Barre and his patterns of political behavior followed a logic of self-destructive despotism which contributed largely to the fact that Somalia collapsed in 1991, when Barre was ousted.Finally, I will draw a conclusion based on the presented analysis to what extent patterns of political behavior within development states can explain state failure. 16 pp. Englisch.

Although, as will be shown later it contains references to an array of literary texts, most famously Ovid s Metamorphoses, not all aspects of its plot can be traced (Brown and Johnson, 2000). A case in point is the fairy realm and the fairies themselves. It appears that Shakespeare may have taken his cue from English, Irish and Germanic folk legends, which in some cases featured malicious fairies, but the idea of the tiny, winged and ultimately good-natured creatures, an image which has become lodged into popular consciousness ever since, did not exist in Shakespearian times and has thus been first conceived by Shakespeare himself (Pfeiffer, 1971). Furthermore the play is a composite of four individual strands of narration, artistically interweaved. Therefore, whereas for instance the royal realm represented by Theseus and Hippolyta, is derived from Greek mythology, the blending together of the four realms within a coherent narrative is an original Shakespearean formulation. The fact that Shakespeare does combine and blend together these different narrative strands, the mythical dimension with the physical reality of palace life, will be shown to correspond to the overriding theme of Midsummer: That of transformation and recombination, a proposition which will be investigated in the analysis presented here.
