Dabei geht er genauer auf das Thema Macht, ihre Technik und die Auswirkung ein. Eine seiner interessantesten Aussagen in dem Buch ist, dass das Gefängnis in dem Sinne versagt hat und unfähig ist, indem es Delinquenz also Straffälligkeit bewusst produziert und sogar fast schon aktiv fördert. Doch diese Aussage ist nun schon über 30 Jahre alt und wurde auch damals schon sehr stark kritisiert und angezweifelt. Es ist also zu klären, ob es in der heuten Zeit überhaupt noch zutreffend ist. Im Verlaufe dieser Seminararbeit soll unter anderem genau diese Frage erläutert, diskutiert und vielleicht sogar final beantwortet werden. Zuvor sollte allerdings geklärt werden, wer Michel Foucault eigentlich war und was die essentiellen Inhalte seines Werkes ,Überwachen und Strafen' waren.

Encoded by hrp gene clusters, the TTSS is used to deliver effector proteins into the host cytosol. The hrp genes also control the expression of the avirulence genes (avr). One Avr protein, AvrPto, functions as ligand to elicit a hypersensitive response (HR) in the tomato plant after recognition by the protein encoded by the host resistance gene, Pto. The AvrPto-Pto interaction is the most widely studied systems. It has been discovered that Pto is linked with Fen, the gene responsible for susceptibility to an organophosphate insecticide, fenthion. Functioning of Pto requires another gene called Prf, which lies embedded in Pto. Though the system is well characterized, several aspects are still not understood. Whereas there are common features in languages and language education, distinctive linguistic and especially cultural conditions lead to variations in teaching mother tongue and literature. The results of the international student assessment programme PISA, organised by the OECD (Organisation for Economic Co-operation and Development) (SARKOMAA, 2008: 2), have been widely discussed in Germany since the publication of its first cycle. The mass media and experts have labelled the achievements of the German pupils and consequently the German education system as weak. While Finnish students achieved an average scale of about 550 in the reading literacy assessment and consequently the second place in 2006, the German pupils scored with nearly 500 points, which meant the 18th rank of all countries and four positions above OECD-average (HARJUNEN and KARJALAINEN, 2008: 150). At the same time, the Finnish results meant a positive surprise for the Finnish society and were considered to be excellent (SARKOMAA, 2008: 3). Finnish is a member of the Finno-Ugrian language family and therefore completely different from the Indo-European languages, such as German, which are spoken mostly in Europe (KULONEN, 1998: 1). One of its characteristics is a phonological writing system, which makes it easy to learn to read and to write (THE BLACKWELL ENCYCLOPEDIA OF WRITING SYSTEMS). This might be an advance of the Finnish students compared to the German students who have to acquire several orthography techniques and strategies in their first school years as there are a lot of morphological features in the German language influencing the spelling. However, this cannot be the secret behind the good assessment results of the Finnish students. They must originate from the education system itself. Therefore, it is the aim of this essay to answer the following questions: What are the differences between the mother tongue and literature education in Finland and Germany How is language taught similarly in both countries What are the strengths and weaknesses of both systems Which improvements can be proposed 20 pp. Englisch.

Hierzu wurden 37 Ober- und Mittelbehörden in die Untersuchung mit einbezogen, wobei 19 Rückantworten zum Abgabetermin auswertbar untersucht werden konnten. Die Ergebnisse zeigen ein uneinheitliches Bild, lassen jedoch Tendenzen und Entwicklungsmöglichkeiten erkennen. Abgerundet wird dieses 'Lagebild' durch die anonymisiert erhobenen, persönlichen Einschätzungen der Controller in den einzelnen Behörden. Schlussendlich wird modellhaft aufgezeigt, wie das Controlling in das Kooperative Führungssystem (KFS) der Polizei implementiert und vernetzt werden kann. Denn Führen im 21. Jahrhundert heisst, die polizeiliche Lage zu bewältigen sowie die eigene Behörde im Sinne einer modernen Verwaltungssteuerung zu leiten. Dies fordert ein Umdenken im Führungsverständnis der Verantwortlichen, denn reine 'Truppenführer' werden mit der althergebrachten rein operativen Denkweise im politisch-administrativen System im Hier und Jetzt zunehmend scheitern. Every major contribution that led to the industrial revolution in Europe was also prevalent in China, but still the country did not do the next step forward and was overhauled by Britain quickly. The objective of this paper is to examine the reasons why an industrial revolution did not occur in China during the Ming/Qing period, although it was the leading economy in the world. Therefore, the first section will shortly outline the economic development of China before the 14th century. Thereafter, two different theories about the reasons for China's stagnation will be explained, before a critical evaluation of both theories will be provided. Last, a conclusion will summarize the main findings of this paper and give an outlook on future debates. 16 pp. Englisch.

This article is designed as a practical guide and first reference paper for lawyers to assess the prospect of cases dealing with rights of migrants. The first part of this article will deal with ratione loci of the ECHR and its fundamental jurisprudence focusing on the special issues appearing in the context of migration law. In the second part the right to a fair trial under Art. 6 ECHR will be addressed including recent rulings of the Court and fundamental questions regarding the administrative procedure of granting asylum. But since a few decades, a new concept called epigenetics has arisen and shows that we have to modify our knowledge about genetics. 'Epi' derives from Greek meaning 'on' or 'over' and implies that epigenetic mechanisms act on genes via altering the gene expression and regulation without modifying the actual DNA sequence. In epigenetics, we can find the reason why twins (who have the exact same gene sequence) can alter in their phenotype especially concerning their susceptibility to diseases (Fraga et al. 2005; Wong et al.; 2005). Furthermore, it has the potential to answer the question how phenotypic characteristics can alter between generations without a change in the underlying genetic material. 16 pp. Englisch.

They rose from a history of 'early democratization, consensus-based governments, a history of democratic corporatism and a strong welfare state.' Newspapers were born as political organs around 1900. 1917 Finland declared its independence and the welfare state has been built up until today. The era of newspapers as political organs ended only at the end of the 1990s and was followed by a non-political news policy. In combination to this change, in the 1950s the development of commercial media markets began and continues until today. One of the consequences of this was that the newspapers owned by media chains have to fulfil profit expectations. (Hujanen 2009, p.2) Finland has had different media eras, but the question is which cycle we are experiencing now The media landscapes everywhere are moving, being discussed and worried about- therefore it might be the 'era of change and challenges'.
