His parents refused to consent to surgery or intravenous feeding. The hospital unsuccessfully… sought a court order to force treatment, and appeals to higher courts also failed. The child, identified as Baby Doe by the news media, subsequently died. The events in Bloomington became the catalyst for action by the Reagan administration, the courts, and Congress that culminated in a federal policy that makes failure to treat newborns with disabilities a form of child neglect. This book centers on the public policy aspects of withholding treatment from critically ill newborns who are disabled. Specifically, it deals with why the policy was enacted and what impact it has had on health care workers, families, and infants. Some of the contributors to this book spearheaded the early debate on withholding treatment. Anthony Shaw's New York Times Magazine article in 1972 was the first to address these issues in the popular press. The following year, he published a related article in the New England Journal of Medicine. Also appearing in this same issue of NEJM, was the pathbreaking study, coauthored by A. G. M. However, utilities are not unfettered in their monopoly power; public utility commissions regulate the relationship between a utility and its customers and limit profits to a 'fair rate of return on invested capital. ' From its inception through the late 1970s, the electric utility industry's opera tional paradigm was to continue marketing electricity to customers and to build power plants to meet customer needs. This growth was facilitated by a U. S. energy policy predicated upon the assumption that sustained electric growth was causally linked to social welfare (Lovins, 1977). The electric utility industry is now in transition from a vertically integrated monopoly to a more competitive market. Of the three primary components (generation, transmission, and distribution) of the traditional vertically integrated monopoly, generation is leading this transformation. The desired outcome is a more efficient market for the provision of electric service, ultimately resulting in lower costs to customers. This book focuses on impediments to this transformation. It assumes a basic statistics course which includes some decision theory, and knowledge of classical linear model theory for continuous response data. Problems are provided at the end of each chapter to give the reader an opportunity to ap ply the methods in the text, to explore extensions of the material covered, and to analyze data with discrete responses. In the text examples, and in the problems, we have sought to include interesting data sets from a wide variety of fields including political science, medicine, nuclear engineering, sociology, ecology, cancer research, library science, and biology. Although there are several texts available on discrete data analysis, we felt there was a need for a book which incorporated some of the myriad recent research advances. Our motivation was to introduce the subject by emphasizing its ties to the well-known theories of linear models, experi mental design, and regression diagnostics, as well as to describe alterna tive methodologies (Bayesian, smoothing, etc. ); the latter are based on the premise that external information is available. The ability to accelerate traditional ripening procedures has altered the production of certain cheeses, and the emphasis on decreasing the intake of dietary fat, especially in the United States, has prompted the development of technology for producing low-fat cheeses with traditional texture and flavor. In assembling a distinguished group of participants for the symposium, 'Chemistry of the Structure/Function Relationships in Cheese,' we hoped to review the interplay of these trends and forecast the direction of future research. Contributors evaluated the current status of cheesemaking and highlighted the information that will be essential for new developments. It also became apparent that there was a need for an international assembly of this sort at regular intervals. Hence a ten-day advanced studies institute course was organised in Edinburgh from 11-21 July 1979, and in this volume we have published the contributions given by the invited speakers. These statistical increments may only reflect an increasing awareness of the disease, or its earlier and more sophisticated diagnosis. More important, however, asthma mortality appears to be increasing. This increase has occurred despite the continuing expansion of a diag nostic and management information base, and the developmentofnovel andevermoreeffective therapeutic modalities. Severalexplanations have been offered for this increase in mortality, including that it may result from a statistical artifact [based on a change in the coding criteria for asthma from the International ClassificationofDiseases Version 8(ICD 8) to ICD-9], worsened pollution, delays in seeking medical help, behav ioral changes, deficits in the asthma education of both patients and primary careproviders, toxicity ofbeta-agonists, and noncompliance with instructions for the proper use of medications. It should also be empha sized that the increases in both incidence and mortality may be a reflec tion of accumulating body burdens of environmental toxicants and of increased oxidativedamage. There has clearly beenadegradation ofenvi ronmental quality. Through coordinate geometry, various geometric construction tools can be associated with various fields of real numbers. This book is about these associations. As specified by Plato, the game is played with a ruler and compass. The first chapter is informal and starts from scratch, introducing all the geometric constructions from high school that have been forgotten or were never seen. The second chapter formalizes Plato's game and examines problems from antiquity such as the impossibility of trisecting an arbitrary angle. After that, variations on Plato's theme are explored: using only a ruler, using only a compass, using toothpicks, using a ruler and dividers, using a marked rule, using a tomahawk, and ending with a chapter on geometric constructions by paperfolding. The author writes in a charming style and nicely intersperses history and philosophy within the mathematics. He hopes that readers will learn a little geometry and a little algebra while enjoying the effort. This is as much an algebra book as it is a geometry book. Since all the algebra and all the geometry that are needed is developed within the text, very little mathematical background is required to read this book. Thus, we brought together some 50 individuals from 11 different countries who have keen interests and active research programs in the many-faceted areas of taurine research. The meetings were held on October 8-10, 1991, in an elegant setting in a resort area at Orange Beach, Alabama, approximately 50 miles outside of Mobile on the Gulf Coast. The meetings were programmed as two separate Symposia held sequentially. The first symposia on October 8 was devoted exclusively to taurine research in the cat, primarily in the area of nutrition, and entitled 'The Waltham Symposium on Taurine and Cat Nutrition'. The second symposia on October 9 and 10 was open to all fields of taurine research and was entitled 'International Taurine Symposium: New Dimensions on its Mechanisms of Actions'. In paper 3, the problem of calculation of elastic constants for a laminarly inhomogeneous semi-infinite medium is conSidered, and the uniqueness of the solution of the inverse seismic problem at finite depth proved. There has also been much fresh information on elements 104 (kurchatovium) and 103 (lawrencium). Our knowledge of shell effects in the fission barrier has been extended. Hopes of finding relatively stable superheavy elements have stimulated searches for such elements in nature as well as rapid development in heavy ion acceleration. We may see some very considerable discoveries in the next few years. The new results vary in reliability, and so it is not surprising that some papers on the properties of the heaviest elements have given rise to vigorous debates, whose value lies in the way they ad vance the subject. We have not attempted to give an exhaustive survey of recent papers and have merely added brief sections to reflect what we con sider to be the most important points from these. The advent of…recombinant DNA techniques has produced an explosion in knowledge of restriction site polymorphisms and hypervariable sequences around candidate genes for such common metabolic diseases as atherosclerosis, hyperlipidaemia and diabetes mellitus. These diseases are the major causes of morbidity and mortality in Western societies today. Since 1983 it has become apparent that there is much more variation in the frequency and sites of these DNA polymorphisms in human populations than was initially appreciated and that the majority of these DNA polymorphisms are only linkage markers for the disease. Consequently it was considered timely for laboratories involved in the mapping of these DNA mutations to meet together to discuss the implications of their studies. This has been facilitated by developments in recombinant DNA techniques, the advent of monoclonal anti bodies and progress in the understanding of the immunological structure of proteins which have laid the foundation of a new generation of vaccines. Such vaccines are defined at the molecular level, can elicit immune responses controlling infectious organisms and are therefore potentially free of the problems encountered in conventional ones. Unfortunately, subunit and synthetic peptide vaccines are often only weakly or non inmunogenic.
