From the Peace of Westphalia in 1648 until the beginning of World War I in 1914, the…essential responsibilities ascribed to the sovereign state were maintaining internal and external security and promoting domestic prosperity. This idea of "the state" in political theory is clearly inadequate to the realities of national governments and international relations at the beginning of the twenty-first century. During the twentieth century, the sovereign state, as a reality and an idea, has been variously challenged from without and within its borders. Where will the state head in the age of globalisation? Can Catholic polilical thinking contribute to an adequate concept of statehood and government? A group of German and American scholars were asked to explore specific ways in which the intellectual traditions of Catholicism might help our effort lo rethink the state.The debate is guided by the conviction that these intellectual resources will prove valuable to political theorists as they work to revise our understanding of the state. And inevitably you will hear the N-word. Upon entering a district housing migrants in any European city you will encounter almost identic…al scenes - youngsters dressed in prison style, the boom box, rap. Only most of the kids are of a "white" or olive complexion. They call themselves "Wiggers," "white Niggers" or "Black albinos." It was this "Wigger" metaphor, with its implications of a transnational response to uprootedness and racialized exclusion that inspired CAAR to invite African American researchers working among inner city black youth and European and Israeli migration scholars to a symposium of trans-cultural and - national orientation called "Crossing Boundaries." We placed the study of African American youth - and thus a native though marginalized American population - next to research on migrant youth in Western Europe. The essays gathered here hope to contribute to an understanding on how to address the myriad challenges that both the youth and the countries in which they live must confront. In the inner city streets in the United States, one often notices groups of black youth wearing prison-style outfits, carrying boom boxes and listening to rap music. Inevitably one hears them use the N-word among themselves. Upon entering a migrant district in any European city, one encounters almost identical scenes. However, in European cities, most of migrant youth are of a "white" or olive complexion, who refer to themselves as "Wiggers," "white Niggers," or "Black albinos." The essays included in this volume are an outgrowth of a symposium on transcultural and national orientation called "Crossing Boundaries." The conference was inspired by the "Wigger" metaphor and was attended by African American researchers who have worked among inner city black youth, as well as European and Israeli migration scholars. Collectively they contribute to understanding how to address the myriad of challenges that youth from different cultures confront in the countries in which they live.
