Dr. Chapman was a fisheries biologist and administrator at the University of Washington. He obtained his degrees from the University of Washington. Between 1933 and 1942 he worked as biologist for the International Fisheries Commission, Washington State Department of Fisheries, and U.S. Fish and Wildlife Service. From 1942 to 1947 he was Curator of Fishes for the California Academy of Sciences and in 1943-1944 was Fishery Development Officer in the Central and South Pacific war theaters for the Board of Economic Warfare. Dr. Chapman was director of the School of Fisheries at the University of Washington in 1947-1948. He served with the State Department from 1948 to 1951 as assistant to the Undersecretary of State for Fish and Wildlife.
