Public dec…ision-making in contemporary cities is full of conflict, and principles of justice are rarely the explicit basis for the resolution of disputes. If today's cities are full of injustices and unrealized promises, how would a Just City function Is a Just City merely a utopia, or does it have practical relevance This book engages with the growing debate around these questions. The notion of the Just City emerges from philosophical discussions about what justice is combined with the intellectual history of utopias and ideal cities. The contributors to this volume, including Susan Fainstein, David Harvey and Margit Mayer articulate a conception of the Just City and then examine it from differing angles, ranging from Marxist thought to communicative theory. The arguments both develop the concept of a Just City and question it, as well as suggesting alternatives for future expansion. Explorations of the concept in practice include case studies primarily from U.S. cities, but also from Europe, the Middle East and Latin America. The book accounts for the absence of Northern state terrorism from terrorism studies, and provides a detailed conceptualisation of state terrorism in relation to other forms of state violence. The book explores state terrorism as used by European and early American imperialists to secure territory, to coerce slave and forced wage labour, and to defeat national liberation movements during the process of decolonisation. It examines the use of state terrorism by the US throughout the Cold War to defeat political movements that would threaten US elite interests. Finally, it assesses the practices of Northern liberal democratic states in the 'War on Terror' and shows that many Northern liberal democracies have been active in state terrorism, including through extraordinary rendition. The distinctive feature of these low-dimensional materials is their easy mechanical cleavage along planes parallel to the layers. This featu…re implies that the chemical binding within each layer is much stronger than the binding between layers and that some, but not necessarily all, physical properties of layered crystals have two-dimensional character. In Wyckoff's Crystal Structures, SiC and related com pounds are regarded as layered structures, because their atomic layers are alternately stacked according to the requirements of cubic and hexagonal close-packing. How ever, the uniform (tetrahedral) coordination of the atoms in these compounds excludes the kind of structural anisotropy that is fundamental to the materials dis cussed in this volume. An individual layer of a layered crystal may be composed of either a single sheet of atoms, as in graphite, or a set of up to five atomic sheets, as in Bi2 Te3' A layer may also have more complicated arrangements of the atoms, as we find for example in Sb S . But the unique feature common to all these materials is 2 3 the structural anisotropy, which directly affects their electronic and vibrational properties. The nature of the weak interlayer coupling is not very well understood, despite the frequent attribution of the coupling in the literature to van der Waals forces.
