I sincerely hope that those, who wish to teach themselves and to qualify in this branch of knowledge, will find a satisfactory basis for self tuition in the matter here brought together. Within the short span of fifty years Japan grew out of political backwardness into a position of tremendous power. Japan's ri…se to power challenged Europe's hegemony over Asia, but, paradoxically, it was Japan's fall that caused the irreparable ruin of the colonial system over Eastern lands. Japan went to war against the West under the battlecry of Asia's liberation from European colonialism. In reality, for forty years, beginning with her first war against China, she had striven to imitate this colonialism, as she had endeavoured to imitate the political, military and economic achievements of Europe. A thorough understanding of the imitative character of the Japanese Empire might well have induced the leaders of the nation to side with the conservative trend of political thought in the Western world in order to maintain the existing world-wide political system of which colonial rule was an accepted part. They might have understood that an adventurous, revolutionary policy was bound to result in grave dangers for their own state and most conservative structure. Japan might have continued to grow and to expand if she had succeeded to play the role of the legitimate heir to Europe's decaying power in Asia. By violently opposing that power, she undermined the very foun dations of her own rule outside the home-islands. 284 pp. Englisch.

This group, comprising naturalized and non-naturalized ethnic Germans, is the largest segment of the refugee population in Austria today. b What provisions have been made for these people What economic opportunities have been open to them Vhat assist ance have they received and from what organizations What historical and cultural factors have influenced their decisions and objectives What are these people's prospects In seeking answers to these and other pertinent questions, pUblications concerning this group have been consulted, statis tical computations have been made, and extensive personal interviews have been carried out. The main concern of this study has been the ethnic German segment of the refugee population in Austria, as defined below. Their problems, however, hinge so closely on the overall refugee question that it has not been possible to isolate this group in every instance. Also considered within the scope of this study are the ethnic Germans who have acquired Austrian citizenship since 1945. The resultant feeling of sadness, which is most acute, is due to the characteristic of this book in which facts and figures are given in a purely scientific and sober manner, thus driving home the truly horrible human folly that was at the bottom of two world wars. Millions of people were turned from house and home, people for whom the very notion of 'native country' has become a lata morgana. As flotsam and jetsam they have drifted to lands and places where they are not at all or barely welcome, and where, on the whole, they cannot find a permanent and humane existence. This thorough study which is averse to sentimentality cannot fail to make a deep impression on the reader. Allowance is made for the difficult position in which Austria found herself after the first world war, and especially after the second; it is granted that nevertheless much has been done for the refugees there. Further it cannot be ignored that various official and private agencies have contributed greatly to lighten the burden of the refugees. 216 pp. Englisch.

It so happens that these data were often published in journals with a limited circulation, whilst these journals are only available in a few places. Moreover, most of them are only accessible without difficulty to those workers in the fields of Indonesian linguistics and cultural sciences who possess some knowledge of the Dutch language. Apart from providing information, these bibliographies also have an other object, viz. to prevent that meritorious scholarly work would be lost due to the purely fortuitous circumstance - which, however, in actual practice is unfortunately of decisive importance - that this work is not written in a world language and that it cannot be every where easily consulted. The Board therefore hope at the same time to break with the slightly provincialistic nature which for evident reasons used to be characteristic for the studies in language and culture of Indonesia. This statement, apart from the specific mention of a high authority, does not mention any proposed organs of such a Community, and, as will appear, no firm idea of the Community's structure existed at all at that date. Six weeks after this announcement in Paris, a Conference composed of the six States that were to form the Coal and Steel 4 Community3 met under the presidency of M. The suggestion for this one came from my mentor and friend, Hajo Holborn of Yale University. To him I am indebted for a series of challenging and rewarding experiences in the study of history. This work starte…d as a routine dissertation on a limited subject, developed into a rejection of several generally accepted notions about German history, and finally opened out upon some broader perspectives of the modern Western world. In pursuing my topic I have tried to remain consistent and true to a fundamental conviction: that ideas cannot be dissociated from the men and situations that give birth to them, or from the changing characteristics of later men and later situations that use or affect the earlier ideological heritage. Politics by slogan is an aspect of man's activity that has its obvious, serious defects. These imperfections become more menacing when they are enshrined as history by slogan in the service of whatever cause. To counteract this tendency I have tried to tie the ideas of mid European integration clearly to specific persons or situations at every stage of development. Without such anchorage ideas will billow into slogans or evaporate into loose generalizations. 396 pp. Englisch.

' International organizations - such as the United Nations or the Council of Europe - are based on the 'sovereign equality' of their members and non-intervention in domestic affairs; they are really at the intergovernmental level. Supra national organs transcend international organizations in both these respects without, however, constituting a federal state. They are based 'not on a mere restriction, but on a transfer of [national] sovereignty, but a transfer of sovereignty in a particu lar area only. ' 2 This pilot experiment in supranational organization is of twofold importance. In the first place, although operating on a regional level only, it could teach valuable lessons concerning future attempts at world organization through the 'functional approach. ' In Prof. Mitrany's words, national divisions must be overlaid 'with a spreading web of international activities and agencies, in which and through which the interests and life of all the nations would be gradually integrated. There is an absolute lack of sound and fury signifying nothing; even in the frenzy of inspiration 2 Grillparzer carefully chooses words that best convey his thoughts and for purely emotional release he turns to another medium which he sharply distinguished from poetry: to music. If this poet then who knows no empty phrases applies terms like 'betrothed of the gods',3 'mother of all greatness',4 'mighty 5 lever of the universe', 'messenger of divine happiness'6 to one and the same concept at different times, we may assume that he here expresses something deeply anchored in his being. And indeed, the motif of concentration ('Sammlung') and inspiration ('Begeisterung') is one that we meet again and again in the poetry, the diaries and the dramas. This emotional state is at all times highly revered and greatly sought by the poet - it is, in fact, made a condition of creative productivity and, as the years pass, finally develops into a condition of life itself in the prophecy of 'Libussa'. 232 pp. Englisch.
