The course which I have taken in this volume is to juxtapose the current work on the mathematical physics of quantum devices and the details behind the work so that the reader can gain an understanding of the physics, and where possible the open problems which re main in the development of a complete mathematical description of the devices. I have attempted to include sufficient background and references so that the reader can understand the limitations of the current methods and have direction to the original material for the research on the physics of these devices. During the course of the analysis the model is modifi…ed to analyze an array of contexts for which eco-tariffs have been claimed to improve environmental quality or welfare. The circumstances and conditions are characterised under which such tariffs can be shown to improve environmental quality and social welfare, taking account of general equilibrium effects. The theoretical results are applied in a policy analysis of eco-tariffs and other trade instruments in the context of domestic and global environmental policy in order to assess the relevance of the eco-tariffs that have been subjected to the theoretical analysis. Finally, the GATT/WTO rules and regulations are presented, since to date these have banned the use of eco-tariffs. However, it does give an exploration of limits to the efficiency of current processes and an indication of what m…ight be achieved if new technologies can be developed. At the Department of Science, Technology and Society of Utrecht University research had been done to the opportunities for improvement of the energy efficiency in the short term since the 1980's. This had resulted in a comprehensive database on energy efficient measures. This database and a possible application are described in Chapter 3 of this book. The use of the database induced new research themes around efficiency improvement, e.g. concerning barriers for implementation of measures. It was around 1993 that I did a preliminary study to the potential for efficiency improvement in the long term. Historical analysis had shown us that the short term potential stayed constant over the years. It seemed to be replenished by the introduction of new technologies. This lead to the question whether there are limits to the efficiency, taking into account both thermodynamic considerations and ideas on the development and dissemination of new technologies. 268 pp. Englisch.

Neuware -These proceedings of a NATO Advanced Research Workshop on 'Environmental Reconstruction in Headwater Areas' provide a landmark in the evolution of a distinctive movement, perhaps an emerging new philosophy, within the practice of headwater ma…nagement. The Headwater Control movement traces its history back to the First International Conference on Headwater Control, Prague, 1989. Throughout this brief history, Headwater Control has remained a typical environment movement 'ad hocracy'. At its meetings, for every convert to the multidisciplinary, integrative, practical, interventionist, and above-all 'green' ideals of the group, there have been several delegates who have found the whole concept both new and slightly incomprehensible. One reason for this has been the Headwater Control practice of trying to bring together scientists, practitioners, policy-makers and non-government environmentalist organisations. The group's larger meetings have always been federal gatherings. Sponsorship has been shared with invited participation from associations representing hydrological science, soil conservation, erosion control, forestry, environmental activism and so forth. These delegations may have included fellow travellers in the work to protect headwater environments, but their main concerns have not necessarily coincided with the Headwater Control group's prescriptions for the environmental regeneration of headwater regions. The Liberec Workshop, whose proceedings are distilled into this volume, provided a first opportunity for the scattered supporters of Headwater Control to talk among themselves and fmd out to what degree there really is a shared vision of the way forward in headwater management, restoration and protection.Springer Verlag GmbH, Tiergartenstr. 17, 69121 Heidelberg 260 pp. Englisch.

However, interest in this area picked up momentum in a dramatic fashion with the works of Hopfield (1982) and Rumelhart et al. (1986). The most recent NATO sponsored program on RFR was an Advanced Research Workshop (ARW) on 'Developing a New Standardization Agreement (STANAG) for Radio frequency Radiation' held May 1993, at the Pratica di Mare Italian Air Force Base, Pomezia (Rome) Italy. That ARW produced an ASI proceedings, published in 1995: Radio frequency Radiation Standards, Biological Effects, Dosimetry, Epidemiology, and Public Health Policy2. The Rome ARW and the Proceedings served as a springboard to the much needed revision of the NATO Standardization Agreement (STANAG) 2345 MED 'Evaluation and Control of Personnel Exposure to Radio Frequency Fields - 3 kHz to 300 GHz,3, which was subsequently promulgated in October 1998.
