The author shows, however, that such a correlation is not based on any factual influence of the earlier Russian on the later philosophy of Scheler. The similarities in their spiritual and philosophical development are significant as the author demonstrates in his chapter on systematic philosophy. This comparison is not just of historical interest. It is meant to contri bute to a better understanding between the East and the West. The author provides a basis for future discussions by establishing a common area of inquiry and by demonstrating a convergence of viewpoints already in regard to these problems. The author also discusses the potential role of the ideas of Solovyev and Scheler in the formation of a consciousness which he sees now emerging in the Soviet Union - a consciousness critical of any misrepresentation both of non-Marxist Russian philosophy as well as of Western philosophy in general. In regard to the translation itself, three things should be mentioned. This organization was called Komeito or the Clean Government Party. ! The mother organization was the lay Buddhist group, Soka Gakkai 2 or Value Creation Society. It had previously been engaged in some political activities, but the establish ment of the party was an indication of serious intent to become even more involved in Japanese political affairs. The rather militant posture of Soka Gakkai and its phenomenal success in converting literally millions of Japanese to the Nichiren Buddhist religion was somewhat disconcerting for observers, both Japanese and foreign. Because of its political activism, many persons viewed the organization as similar to the pre-World War II ultra-nationalist movement, while others ap plauded Soka Gakkai for giving new life and hope to a large segment of Japanese society that was only receiving a marginal share of Japan's increasing prosperity. Any mass movement may appear rather ominous to some people and a rapidly expanding and aggressive movement is bound to be perceived as a threat to society. Soka Gakkai is no exception, and therefore has been the subject of much debate and controversy in both Japan and abroad. Whereas the flrst part deals with economic theory as such, the present publication contains the subject matter of the second part, namely, the critical comments on various economic theories. Here I have taken into consideration the opinions expressed in reviews of the aforementioned book and by several colleagues. While some indicated that 'The 'appraisal' sections cater for the sceptical intelligent student' (C.D. Harbury, Economica, August 1972), other teachers judge that 'students who demand 'relevance' from their studies are not likely to last long with a book which follows each point by a note stating that it is really pretty useless' (J. R. S. Revell, The Economic Journal, September 1972). This book has no intentions of instructing fellow economists. It is intended as a complement to an introductory course on economics, which for the most part does not deal systematically with (or is even totally lacking in) critical comments. In it we have tried to present the main lines of Soviet psycho logical theory, in particular, the philosophical principles on which that theory is founded. There are surprisingly few books in English on Soviet psychology, or, indeed, in any Western European language. The works that exist usually take the form of symposia or are collections of articles translated from Soviet periodicals. The most important of these are Psychology in the Soviet Union (ed. by Brian Simon), Recent Soviet Psychology (ed. by Neil O'Connor) and Soviet Psychology, A Symposium (ed. by Ralf Winn). Raymond Bauer has also edited an interesting symposium entitled Some Views on Soviet Psychology. Only two systematic studies of Soviet psychology have been published to date: Joseph Wortis' Soviet Psychiatry and Raymond Bauer's The New Man in Soviet Psychology. Both are valuable introductions to Soviet psychology; Bauer's book, in particular, gives a good account of the debates on psychological theory in the Soviet Union in the nineteen twenties and -thirties. Both, however, are somewhat out of date. There are also a number of interesting articles written by Ivan D. A team of sociologists traced two groups of children, ten and thirteen years old respectively, and suspected of mental deficiency. The psychologists subsequently tested this sampie in order to decide whether the subjects could indeed be regarded as mentally deficient, if an intelligence quotient of 79 or lower is taken as criterion. As a second assessment task, a systematic categorization with a view to the expected needs for guidance was attempted. For this purpose the total sampie was divided into subgroups on the basis of test result patterns. RESEARCH QUESTIONS The analysis of the data from this sampie provided an interesting op portunity for a number of explorations into both theoretical and prac tical questions, which are only partly related to the aims of the investi gation. These questions concern the merits of the tests used, the structure of the test scores in the sampie under investigation, and some other general problems about the sampie and the subpopulation of the mentally deficient. Questions about the tests concern their suitability for the investiga tion of mentally retarded subjects, in particular for assessing their need for guidance. In accordance with its mandate to increase understanding of educational processes and educational policy, the National Institute of Education (NIB) sponsored a two-day workshop in June of 1979 to examine work place perspectives on education and training policy. The workshop brought together a group of employer and trade union representatives, education and training specialists, policy analysts, and government officials to discuss research and policy questions raised by training activities at the workplace. As one might expect, the discussion ranged widely and reflected many viewpoints on the relationship between education and work. By 'Soviet philosophy' we mean philosophy as published in the Soviet Union. The term 'method' is taken in the sense usual in Western books on methodology .1 In view of the content of the first chapter it will be useful to explain the last term a little more fully. By method we mean a procedure and it is obvious that the principles according to which a procedure is carried out are rules, i.e. imperatives, which tell us not what is but what should be done. Such imperatives mayor may not be connected with and founded on certain descriptive statements (the fact that every rule of formal logic is based on a corresponding law has been well-known since Husserl's 'Logische Unter suchungen' and is generally accepted in contemporary logic), but such a foundation is irrelevant to a methodological study.
