While 'classical' institutionalism is known for its focus on the formal stroctures of the executive branch of government, the 'new' institutionalism concentrates on the interaction between political institutions and the behavior of policy makers. This interaction, which until recently was largely neglected in public administration and public policy, forms the basic theme of this volume. We pay our main att…ention to the role of number systems which are used, or may be used, in this process. We shall show that the picture of reality based on the standard (since the works of Galileo and Newton) methods of real analysis is not the unique possible way of presenting reality in a human brain. There exist other pictures of reality where other num ber fields are used as basic elements of a mathematical description. In this book we try to build a p-adic picture of reality based on the fields of p-adic numbers Qp and corresponding analysis (a particular case of so called non-Archimedean analysis). However, this book must not be considered as only a book on p-adic analysis and its applications. We study a much more extended range of problems. Our philosophical and physical ideas can be realized in other mathematical frameworks which are not obliged to be based on p-adic analysis. We shall show that many problems of the description of reality with the aid of real numbers are induced by unlimited applications of the so called Archimedean axiom. 396 pp. Englisch.

V2 AND NULL SUBJECTS IN THE HIS TORY OF FRENCH The prototypical Romance null subject language has certain well known characteristics: verbal inflection is rich, distinguishing six per sonlnumber forms; subject pronouns are generally… emphatic; and, when there is no need to emphasize the subject, the pronoun is not expressed at all. Spanish and Italian, for example, fit this description rather weIl. Modem French, however, provides a striking contrast to these lan guages; it does not allow subjects to be missing and, not unexpectedly, it has a verbal agreement system with few overt endings and subject pronouns which are not emphatic. One of the goals of the present work is to examine null subjects in two dialects of Romance that fit neither the Italian nor the French model: later Old French (12th-13th centriries) and MiddIe French (14th- 15th centuries). Old French has null subjects only in contexts where the subject would be postverbal if expressed (cf. Foulet (1928)), and Mid dIe French has null subjects in a wider range of syntactic contexts but does not freely allow a11 persons of the verb to be null. The work of Vanelli, Renzi and Beninca (1985) (along with many other works by these authors individually) shows that a number of other geographically proximate medieval dialects had similar systems, though it appears that there are significant differences in detail among them. 420 pp. Englisch.

An example is that of office and printing papers, which are expected to perform as well in copier machines as in all the various forms of impact and non-impact printers. But even greater demands are made in other product areas, where board designed for dry foods can also be expected to protect moist and fatty materials and be made of 100% recycled fibre. The need to isolate foodstuffs from some of the contaminants that can affect recycled board is a serious challenge. Thus, papermakers are constantly striving to meet a broadening spectrum of demands on their products; often while accepting declining quality of raw materials. Environmental monitoring and the assessment of chemical contaminations are be coming more and more important. The integrated study of environmental con tamination in the field is a rather recent approach. 'Field screening' indicates such field analytical tools, (quick) methods and strategies for on-site or in-situ environmental analysis and assessment of contamination. The classical strategy for investigating contaminants consists of the following steps: site studies, sampling, sample transport to the laboratory, sample preparation, and analysis. This strategy is rather expensive and time consuming. Some investiga tions, including sample preparation, may last several days. In many cases, the results must be available immediately and are of importance for further decisions. Field screening is an alternative or complement to this strategy that attempts to be cheaper and faster and may achieve the same quality of results. The most important argument for field analytical methods is that the superior accuracy and high costs of laboratory methods are disproportional to the possibility of arti facts from sampling and errors originating from spatial variations of contaminants. 444 pp. Englisch.

Environmental monitoring and the assessment of chemical contaminations are be coming more and more important. The integrated study of environmental con tamination in the field is a rather recent approach. 'Field screening' indicates such field analytical tools, (quick) methods and strategies for on-site or in-situ environmental analysis and assessment of contamination. The classical strategy for investigating contaminants consists of the following steps: site studies, sampling, sample transport to the laboratory, sample preparation, and analysis. This strategy is rather expensive and time consuming. Some investiga tions, including sample preparation, may last several days. In many cases, the results must be available immediately and are of importance for further decisions. Field screening is an alternative or complement to this strategy that attempts to be cheaper and faster and may achieve the same quality of results. V2 AND NULL SUBJECTS IN THE HIS TORY OF FRENCH The prototypical Romance null subject language has certain well known characteristics: verbal inflection is rich, distinguishing six per sonlnumber forms; subject pronouns are generally emp…hatic; and, when there is no need to emphasize the subject, the pronoun is not expressed at all. Spanish and Italian, for example, fit this description rather weIl. Modem French, however, provides a striking contrast to these lan guages; it does not allow subjects to be missing and, not unexpectedly, it has a verbal agreement system with few overt endings and subject pronouns which are not emphatic. One of the goals of the present work is to examine null subjects in two dialects of Romance that fit neither the Italian nor the French model: later Old French (12th-13th centriries) and MiddIe French (14th- 15th centuries). Old French has null subjects only in contexts where the subject would be postverbal if expressed (cf. Foulet (1928)), and Mid dIe French has null subjects in a wider range of syntactic contexts but does not freely allow a11 persons of the verb to be null. In recent years, however, there was an enormous progress in novel epitaxial growth methods. This opens a wide new area of basic and applied semiconductor physics with the hope of novel applications in near future making use of the advantageous properties of one- and zero-dimensional systems. Ideas for future device applications mainly stem from the altered density of states being discrete or atomic-like for quantum dots. Optical spectroscopy has played and is playing a crucial role in the advancement of this fascinating field of semiconductor physics. The NATO school organized at Bilkent University in Ankara and in Antalya brought together experts in this field and newcomers, especially young Ph. D. students and postdocs, to learn about recent developments and to discuss open questions in the area of optical spectroscopy of low dimensional semiconductors.
