Neuware - XIV The stability of a philosophical construction will depend not only upon the solidity of the blocks, of the pillars and architraves that make it up, but also upon the way in which all these parts are connected. Of course, it will not be possible to argue for every single part of a philosophica…l building: to do so would mean to embark in a virtually endless enterprise. Accordingly, some of the parts of a philosophical building will have to be taken from the literature on the subject as 'ready made' or 'semi-finished' elements, while others will be argued for in the course of building. This is what happened in my work too. In some cases (for in stance, in the case of epistemic relativism), my concern was to illustrate theses which I believed to be sufficiently consolidated, rather than to ar gue for them. In other cases - where I was directly engaged in building the theory that I want to fonnulate - I did exactly the opposite. This is what I have tried to achieve, for example, for those proper architraves of my construction, viz. the connection between scepticism and metaphysi cal realism. and the thesis of the nonnative value of the fundamental epistemological notions (truth, objectivity, and rationality).

The article on Nucleon Charge-Exchange Reactions at Intermediate Energy, by Parker Alford and Brian Spicer, reviews recent data which has clarified one of the greatest puzzles of nuclear physics during the past two decades, namely, the 'missing strength' in Gamow-Teller (GT) transitions. The nucleon-nucleon interaction contains a GT component which has a low-lying giant resonance. The integrated GT strength is subject to a GT sum rule. Early experiments with (n,p) charge exchange reactions found only about half of the strength, required by the sum rule, in the vicinity of the giant resonance. At the time, new theoretical ideas suggested that the GT strength was especially sensitive to renormalization from effects pertaining to nucleon substructure, particularly the delta excitation of the nucleon in the nucleus.

Novel microelectronic and optoelectronic devices are based on semiconductor heterostructures. The goal of the ARW HEAD'97 was to discuss various questions related to the use of new materials (e.g. compound semiconductors based on high band-gap nitrides and low band-gap antimonides) and new procedures (low-temperature epitaxial growth), as well as new principles (nanostructures, quantum wires and dots, etc.) aimed at realizing high-performance heterostructure based electronic devices. Almost 70 papers (invited and contributed oral presentations as well as posters) were presented at the ARW HEAD'97 and the main part of them is included into these Proceedings.
