They deal with the four kinds of logic I have been concerned with: formal logic, transcendental logic, speculative logic and hermeneutic logic. Such issues have to be addressed in such a way that ensures that public health will not be disrupted or substantially degraded. Due to the increasing complexity of technological systems and the higher geographical density of punctual hazard sources, new methodologies and a novel approach to these problems are challenging risk managers and regional planers. Risks from these new complex technological systems are inherently different form those addressed by the risk managers for decades ago.

Following a survey ofthe U.K.'s urgent need for a supercomputingfacility for aca demic research (see next chapter), a 256-processor T3D system from Cray Research Inc. went into operation at the University of Edinburgh in the summer of 1994. The High Performance Computing Initiative, HPCI, was established in November 1994 to support and ensure the efficient and effective exploitation of the T3D (and future gen erations of HPC systems) by a number of consortia working in the 'frontier' areas of computational research. The Cray T3D, now comprising 512 processors and total of 32 CB memory, represented a very significant increase in computing power, allowing simulations to move forward on a number offronts. The three-fold aims of the HPCI may be summarised as follows; (1) to seek and maintain a world class position incomputational scienceand engineering, (2) to support and promote exploitation of HPC in industry, commerce and business, and (3) to support education and training in HPC and its application.

Participants in the NATO ARW. Scientists from 23 countries in Europe, North America and Asia attended the meeting and participated actively in the discussions. The total number of participants was 57. The main topic of the discussions was the role of the large mathematical models in resolving difficult problems connected with the protection of our environment. 3. Major topics discussed at the workshop. The protection of our environment is one of the most important problems facing modern society. The importance of this problem has steadily increased during the last two-three decades, and environment protection will become even more important in the next century. Reliable and robust control strategies for keeping the pollution caused by harmful chemical compounds under certain safe levels have to be developed and used in a routine way. Our first attempt of this nature appeared a decade ago as Japanese Phrase Structure Grammar (Gunji 198…7) and in several papers following the publication of the book. This book has evolved from a technical memo that was a progress report on the Japanese phrase structure grammar (JPSG) project, which was conducted as an activity of the JPSG Working Group at ICOT (Institute for New-Generation Computing Technology) from 1984 to 1992. JPSG implements ideas from recent developments in phrase structure grammar formalism, such as head-driven phrase structure grammar (HPSG), (see Pollard & Sag 1987, 1994) as applied to the Japanese language. The main goal of this project was to state various grammatical regularities exhibited in natural language in general (and in Japanese in particular) as a set of local constraints. The book is organized in two parts. Part I gives an overview of developments in our framework after the publication of Gunji (1987), introducing our fundamental assumptions as well as discussing various aspects of Japanese in the constraint based formalism and summarizing discussions of the JPSG Working Group during the above-mentioned period. Naturally, in the period after the publication of the above book, our discussion was centered on topics not covered in the book. 280 pp. Englisch.
